September 2, 1980
Minutes of the special council meeting called for the purpose of the
public hearing on the annual fiscal 1980-81 budget, including Federal
Revenue Funds, held in the city municipal building September 2, 1980.
Present: Mayor John O. Cotant, Jr., Councilmembers Becky A. Hopkins,
Dwain A. Kinghorn, LeRey S. Quick, Engineer Steven M. S~art and City
Clerk, Vera C. Armstrong.
Meeting called to order at 8:04 p.m. by Mayor Cohant.
Purpose of special meeting is to hold a public hearing on the annual fiscal
1980-81 budget. Mayor Cotant read the notice of public hearing in its
entirety. Bill Francis of the Idaho State Journal was present and
reviewed several items with the mayor and council.
Federal Revenue Sharing Funds public hearing is also being held this evening
in conjunction with the annual fiscal 1980-1981 budget.
Resolution 8-80 - read in full by Mayor Cotant. Resolution 8-80, resolving
that the amount of $343,200.00 be certified and levied to the County
Auditor of Bannock, for the fiscal budget year of 1980 - 1981.
Councilman Kinghorn moved to pass Resolution 8-80. Councilwc~an Hopkins
seconded the motion. Roll call vote: Hopkins, yes; Kinghorn, yes; Quick,
yes.
Ordinance ~221 - "Annual Appropriation for fiscal year of 1980 - 1981" beginning
October 1, 1980 and ending the 30th day of September, 1981, was read in
full by Mayor Cotant.
Councilman Quick moved to dispense with the rule of reading ordinance on three
separate days. Councilman Kinghorn seconded motion. Roll call vote:
Hopkins, yes; Kinghorn, yes; Quick, yes.
Councilwnnkmn Hopkins moved to adopt Ordinance #221, "Annual Appropriation
Ordinance." Councilman Quick seconded motion. Roll call vote: Hopkins,
yes; Kinghorn, yes; Quick, yes~
Councilman Kinghorn moved to adjourn the public hearing council meeting at
10:10 p.m. Councilwc~an Hopkins seconded the motion. All councilmembers
present voted in favor.
