HomeMy WebLinkAbout003.05.13City of Chubbuck Land Use and Development Commission Meeting Minutes March 5, 2013 - 7:00 p.m. Minutes of the Land Use and Development Commission regular meeting held at Chubbuck City Hall, 5160 Yellowstone, on March 3, 2013. Chairman Peter Anderson: Commission Members: George Merrill, Morris Kinghorn, James Eborn, Ron Horner, Jason Mendenhall. City Staff: Steve Smart, Paul Andrus. Attorney: Tom Holmes. Secretary: Ranelle Simmons Chairman Anderson called the meeting to order at 7:00 pm. Eborn led the commission in the Pledge of Allegiance. APPROVAL OF THE MINUTES: Anderson entertained a motion to approve the minutes as mailed. Eborn moved the minutes of February 5, 2013 meeting be approved as mailed; Kinghorn seconded. The full authority approved. GENERAL BUSINESS 1. Review the application by Mike Dance, 209 West Siphon Road, Chubbuck, ID 83202 for a PUD Final Development Plan. The property is located at 209 West Siphon Road, NW % of Section 3 T6S, R34E, B.M., Chubbuck, ID 83202. Rodney Burch is in attendance to represent Dance PUD Final Development Plan There have been no changes in the plan that the Land Use Commission along with the City Council approved. 209 West Siphon Road will access a total density of 7 units. City sewer and water will be stubbed to the units. Anderson asked for questions or comments from the commissioners Anderson entertained a motion. Kinghorn made a motion to recommend to the City Council approval of Dance PUD as it stands. Mendenhall seconded. No discussion on the motion. Roll Call Vote: Merrill, Yes; Kinghorn, Yes; Eborn, Yes; Horner, Yes; Mendenhall, Yes; Anderson; Yes. Motion carries. The recommendation will go to City Council on March 26, 2013. 2. An application by the City of Chubbuck, 5160 Yellowstone, Chubbuck, ID 83202 for a Conditional Use Permit to construct a 60 foot SCADA antenna tower at well #3. Well #3 is located at 345 Lariat Lane, Chubbuck, ID 83202. This will be a free standing triangular metal lattice tower on which a small antenna will be mounted for the City's SCADA communications. This application was tabled at the February 5, 2013 meeting in order for City Staff to supply the commission with information regarding wind noise levels thru the metal lattice on the tower. Smart talked to the manufacturer of the metal lattice tower and was informed that they had no information on wind noise for this type of tower. Smart had a handout with the follow -up data including costs for free standing metal lattice tower and segmented wood pole; along with noise levels for the metal towers at wells 3, 4, and S. Life expectancy of a wood pole would not be nearly as long as a metal tower. A 32' metal tower can be added onto in the future if needed. Eborn commented that he had done some research and the noise would more than likely come from the guide wires and not the metal tower. Anderson asked if Moses Maldonado would like to make a comment. Mr. Maldanodo, 5871 Eve Street, Chubbuck, ID commented that there will not be any tall commercial buildings built to block radio frequency between well 3 and the City's SCADA system tower that is located at City Hall. In researching it was found that farmers now use their cell phones to control their SCADA systems for their irrigation systems. Anderson opened for any discussion from the commission. Kinghorn asked Smart if using a smart phone and an app would work for the City. Smart explained the system is all integrated with 3 active wells, 5 active lift stations, a booster station and a reservoir site. The lift stations system reports up to 100 separate pieces of data in the operation of those stations. Not only the pumps themselves send data but also the HVAC systems, standby generator and a host of other data that is reported back to the City. They are very complex systems. When these systems were built cell phones weren't being used like smart phones are now. Because of the amount of data that is transmitted the radio frequency is the best way for the City. The reason for the request is because radio frequencies are so sensitive to obstructions. No other discussion or comments from the commissioners. Anderson entertained a motion for approval or denial. Kinghorn made a motion that the Condition Use Permit be granted to the City for a 32' metal tower to be erected at the site of well #3. Mendenhall seconded. No discussion on the motion. Roll Call Vote: Merrill, Yes; Kinghorn, Yes; Eborn, Yes; Horner, Yes; Mendenhall, Yes; Anderson; Yes. Motion carries. Anderson explained that an appeal to the City Council can be made within 25 days of this meeting. 3. Discuss amending chapter 18.08 to provide for a zoning district known as Limited Residential -P (R -2P) which allows for a smaller lot to accommodate either zero lot line residences or single family homes built on smaller lots allowed in the zone. Kinghorn clarified that the ratio 1:2 is that the lot is twice as deep as it is wide. Mendenhall moved to take Chapter 18.08 to a Public Hearing. Kinghorn seconded. All voted in favor. Motion carries. Anderson entertained a motion to adjourn; Mendenhall made the motion. Horner seconded. All voted to adjourn at 7:35 pm.
