HomeMy WebLinkAbout01 29 1980 CM CITY COUNCIL MEETING 19 January 29, 1980 Minutes of the adjourned meeting of January 22 held in the city municipal building January 29, 1980. Present: Mayor John O. Cotant, Jr., Councilwoman Becky A. Hopkins, Council- men Dwain A. Kinghorn, Earl L. Romriell, Attorney Donald L. Burnett, Councilman LeRoy S. Quick excused. Meeting called to order at 7:18 p.m. by Mayor Cotant. The meeting of January 22 was adjourned to this meeting to further consider amendments to the Police Policy and Procedure manual. POLICE POLICY AND PROCEDURES MANUAL - Attorney Burnett has recommended that Section 1104 of the Police Policy and Procedure manual set forth the purpose and responsibility of the Board of Appeals. After a brief discussion, Councilman Romriell moved to amend Section 1104 of the Chubbuck Policy and Procedure manual to insert additional language making it clear that the board may make findings and facts in support of its determinations in matters of appeals. Councilwoman Hopkins seconded motion, all council members present voted in favor. GENERAL DISCUSSIONS l. Personnel policy for fire department. 2. Map designating boundaries of the fire district. Mayor and council in full agreement that the city should have a copy of this map on file. 3. Fire Protection - Mayor Cotant reported that he has been informed that Bannock County accepted the city of Chubbuck bid for fire protection to the Northern Bannock County Fire District. 4, Public meetings discussed. 5. Purchase of additional property for city use discussed. 6. Public hearings scheduled for February 12 need to be rescheduled to February 19 becuase of the 15 day publication requirement not being met. Attorney Burnett advised the city clerk to send certified letters to the parties effected by the hearing date change. Council approved for the hearing date to be set February 19. CAPITAL IMPROVEMENTS FUND FOR WATER IMPRNVEMENTS - Mayor and council discussed the additional connection fee the city is considering to make general improve- ments to the water system. Council agreed that a water study needs to be done and determine what improvements the city needs and what revenues are needed to make these improvements. POLICE POLICY AND PROCEDURE MANUAL - Further discussion was held concerning policies within the manual including conduct of officers. Councilman Kinghorn moved, Councilwoman Hopkins seconded with all council members present in favor that meeting adjourn at 10:30 p.m, Vera C. Armstrong, City Cler~ &Vohn O. Cotant, Jr., Mayor
