0599 Design Standards Amending 16.12 and 17.12 2005h CITY OF CHUBBUCK, IDAHO ORDINANCE NO. 599 AN ORDINANCE OF THE CITY OF CHUBBUCK, IDAHO, AMENDING VARIOUS PROVISIONS WITHIN CHAPTER 16.12 TO UPDATE THE PROVISIONS FOR STREETS AND STREET CONSTRUCTION AND TO CHANGE THE RIGHT-OF- WAY Y WIDTHS •, TO AMEND REFERENCES TO "CITY ENGINEER" TO "CITY; TO CHANGE THE LENGTH OF CUL-DE-SAC STREETS BY SETTING A DESIGN STANDARD AND FACTORS TO CONSIDER RATHER THAN A SET LENGTH AND WITHIN CHAPTER 17.12 TO UPDATE THE PROVISIONS FOR PLATS; TO PROVIDE A TIME LIMIT FOR THE VALIDITY OF FINAL PLATS IF NOT RECORDED WITHIN TWO YEARS OF COUNCIL APPROVAL; PROVIDING FOR THE SEVERABILITY OF THE PROVISIONS OF THIS ORDINANCE; PROVIDING THAT ALL OTHER SECTIONS AND PROVISIONS OF CHAPTERS 16.24 AND 17.12 NOT HEREIN AMENDED SHALL REMAIN IN FULL FORCE AND EFFECT; AND PROVIDING WHEN THIS ORDINANCE SHALL BECOME EFFECTIVE. BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF CHUBBUCK, IDAHO: Section 1. Amendments to Chapters 16.12 and 17.12. The following amendments to Chapters 16.12 and 17.12 are hereby adopted: 16.12.020 Streets: A. The arrangements, character, extent, width, grade and location of all streets shall conform to the Comprehensive Plan and, if adopted, the Master Street Mai, shall integrate harmoniously with existing and planned streets, shall be appropriate to topographical conditions, shall enhance the public convenience and safety and shall facilitate the proposed uses of the land to be served by such streets. B. Local residential streets shall be designed to discourage their use by through traffic. Where a development abuts or contains an existing or proposed arterial street (as described below), railroad or limited access highway, the City may require frontage streets, reverse frontage streets, or such other treatment for the appropriate use of the tract. C. D. Cul-de-sac streets shall terminate in a circular turnaround with the right-of-way radius of at least fifty five feet (55'). The City may approve an equally convenient form of turning space where extreii conditions justify. The maximum length of a cul-de-sac street shall not exceed seven hundred and fifty g feet (8$- 750') from the entrance to the center of the turnaround based upon a desizn standard of having, not more than twenty (20) single familAll-y residential units with an average lot fronta e of sevent -five feet 75' served b such street or such Iq F" -I other length as determined by the City to permit acceptable development of the subject property without jeo-pardizinR the health and safety of the users of said property. In making this determination, the use of the property, density of such use, accessibility to fire hydrants, alternate methods of accessing the property in an emergency, topography, width of the street, and anticipated volume of traffic and other such factors as determined by the City to be relevant shall be considered. Cul-de-sac streets in a commercial development with moderate to high traffic flow shall generally be shorter than those in a residential development with low traffic flow. E. Dead-end streets will not be approved except in locations designated by the City £ngirteer as necessary to future extensions in development of adjacent lands. In any case, adead-end street serving more than four (4) lots shall provide by easement a temporary turning circle with a forty foot (40') radius or other acceptable design to accomplish adequate access. F. Loop streets shall be limited to a maximum length of two thousand feet (2,000'). G. Streets shall be planned to intersect as nearly as possible at right angles, but in no event at less than seventy degrees (70°). Streets intersecting an arterial shall do so at a ninety degree (90°) angle. Ordinance - Page 2 chubbuck071405 - street ordinance.wpd H. Where any street deflects at an angle often degrees (10°) or more, a connection curve shall be required having a minimum center line radius of three hundred feet (300') for arterial and collector streets and one hundred twenty five feet (125') for local streets. I. Streets with center line offsets of less than one hundred twenty five feet (125') shall be avoided. J. A tangent at least one hundred feet (100) long shall be provided between reverse curves on arterial and collector streets. K. At street intersections, property line corners shall be rounded by a circular arc, said arc having a minimum tangent length of twenty feet (20'). L. Street intersections with more than four (4) legs and Y -type intersections where legs meet at acute angles shall be avoided. "T" intersections, rather than "cross" intersections, shall be utilized to the maximum extent possible in residential developments. M. Maximum and minimum grades for all streets shall be as determined by the City N. Alleys, twenty feet (20'), when single-family residence units abut both sides; twenty four feet (24') if abutting multiple -family, commercial, or industrial districts. Dead-end alleys shall be avoided. O. Streets shall be extended to the boundary lines of the development, unless prevented by topography or other physical conditions or unless the City determines that such extension is not desirable for coordination of the development with the existing layout or the most advantageous future development of adjacent tracts. However, streets carrying nonresidential traffic, especially truck traffic, shall not normally be extended to the boundaries of adjacent existing or potential residential areas, or connected to streets intended for predominantly residential traffic. P. Excessively long, straight local streets in residential areas, conducive to high- speed traffic, shall be prohibited according to the determination of the City �eer. Traffic calming techniques may be used as approved by the City. Q. Pedestrian walks on both sides of a street, within the street right of way, together with concrete curbs and gutters approved by the City , and paved vehicular traffic area, shall be required on all streets in a proposed development. R. Access to streets shall conform to the "standard approach policy" promulgated by the Division of Highways, State Department of Transportation. Any areas in the street right of way or the adi acent area between the street and the owner or developer's property line that is not able to be landscaped shall be covered with sidewalk or other such similar treatment so as to preserve the area for future expansion of the street or for utility usage but which will minimize the ongoing maintenance and be aesthetically acceptable. 16.12.070 Monuments: Monuments shall be installed at locations prescribed by IC 50-1303 and any others required by the City . 16.12.220 Water Distribution System A. All water distribution system components shall be designed in compliance to "The Recommended Standards for Waterworks" as promulgated by the Great Lakes - Upper Mississippi River Board of State Public Health and Environmental Managers and published by Health Education Services, Albany, New York. B. In addition, water distribution system components shall meet the following design requirements: 1. Pipe: Water system distribution pipe shall be minimum 8" nominal diameter and shall be cement lined ductile iron pipe, minimum class 50, polyvinyl chloride (PVC) pressure pipe, with push on joint or mechanical joint connection; or high density polyethylene pipe with thermal fusion joints manufactured and installed in compliance with latest American Water Works Association (AWWA) specifications. 2. Fittings: Fittings shall be cast or ductile iron, class 250 for potable water, manufactured and installed in compliance with American Water Works Association (AWWA) specifications. 3. Valve Spacing: Valves shall be installed at all crosses or tees with a maximum spacing of one thousand feet (1,000'). 4. Fire Hydrant Spacing: No lot frontage shall be located more than two hundred fifty feet (250') from a fire hydrant as measured within street rights of way. 5. Pipe Cover: The minimum depth of cover from top of pipe to finish grade for all distribution system pipelines and service lines shall be five feet (5'). Fire Flow: The distribution system shall be designed so that it will provide a minimum fire flow of one thousand five hundred (1,500) gallons per minute in addition to system domestic demands. 16.12.3 00 Adoption: The current edition of the Idaho standards for public works construction as promulgated by the Idaho standards for public works construction executive committee is adopted and incorporated herein by reference as an ordinance of the city in its current form and as it may be hereafter amended from time to time as though set forth fully herein. Future editions of these standards may be adopted as the same are published from time to time by the committee, by resolution of the mayor and city council and such resolution shall identify with particularity the edition being adopted. Unless specifically stated to the contrary, such resolution shall have the effect of adopting that future edition as the edition then in force. One copy of the current edition of the standards shall be maintained on file at the city clerk's office for use and examination by the public. 17.12.170 Existing_ Conditions Data: A. TopographUY L -ITC; CIt",y by contours based on the City of Chubbuck grid coordinate system shown on the same map as the proposed development layout. Contour interval shall be such as to adequately reflect the character and drainage of the land; B. Location of existing adjacent water wells, streams, canals, irrigation laterals, private ditches, washes, lakes, or other water features; direction of flow; location and extent of areas subject to inundation whether such inundation be frequent, periodic, or occasional; C. Location, widths, and names of all platted streets, railroads, utility rights of way of public record, public areas, permanent structures including water wells, and municipal corporation lines within or adjacent to the subject land; D. Name and recording numbers of any recorded plats having common boundaries with the subject land; E. By note, the existing land use (zoning) classification of the subject land; F. By note, the acreage of the subject land; G. Dimensions of the boundaries of the subject land. 17 12.230 Approval --Conformance Required: At its regular meeting, the city council shall approve, , the final plat if the final plat and supporting documents conform to the preliminary plat previously approved. Conformity will not be defeated by dimension adjustments based upon the survey, unless the council finds that such adjustments have materially affected the layout of the Ordinance - Page 5 chubbuck071405 - street ordinance.wpd plat or have brought the proposed development into conflict with any of the applicable ordinances of the city. If the final plat is not approved by the council, the developer may undertake either of the alternatives specified in section 17:12.220 of this chapter. The council shall enter the reasons for rejecting the final plat, in the minutes of its meeting 17.12.260 Copies And Original To Be Filed: After the approved final plat has been recorded, a reproducible original and four (4) copies of the recorded instrument, bearing all certificates required as set forth in Section 17.12.320 of this chapter, together with an approved digital drawing format with coordinate system based on City of Chubbuck grid coordinate system, shall be filed with the city clerk. 17.12.290 Survey Data Required: Survey data required shall be as follows: A. Boundaries of the tract to be developed, fully balanced and closed, showing all bearings and distances, determined by an accurate survey in the field; B. Location and description of cardinal points to which all dimensions, angles, bearings and similar data on the plat shall be referenced; each of two (2) corners of the development traverse shall be tied by course and distance to separate section corners or quarter section corners; C. Location of all physical encroachments upon the boundaries of the tract; D. Basis of bearings per of Chubbuck grid coordinate s,, stem_; E. Other data required by applicable sections of the state code. Section 2. New Additions to Chapters 16.12 and 17.12. The following shall be added to Chapters 16.12 and 17.12: 16.12.350 Traffic Control: The developer shall erect or construct traffic control signing, pavement markings, and street name signs as approved by the City and in accordance with the current edition of the Manual on Uniform Traffic Control Devices. 16.12.3 60 As -Constructed Documentation: The developer shall deliver, before final acceptance of the improvements, plans showing the improvements as constructed. As -constructed plans shall be submitted in approved digital drawing format with coordinate system based on City of Chubbuck grid coordinate system. 17.12.23 5 Approval—Time Limit: Approval of the final plat is valid for a period of two (2) years. Approval of a final plat does not assure final acceptance of any dedications, continuation of any existing design and construction regulations, or continuation of any existing land use regulations governing the subject land or other properties in the area. A combination scale factor of 1.0002579939 is based on average ground elevation of 4500' and position of C1/4 corner of Sec 3 T6S R34E of Latitude 42° 55' 40.02279"N and Longitude 112° 27' 59.13559"W and ELL Height 4458.102sft. Refer to City Of Chubbuck Coordinate System Datum Record of Survey (Bannock County Instrument # 20522118) for additional technical information. ADMINISTRATIVE PROVISIONS Section 1. Repeal of Conflicting Ordinances. The provisions of any Ordinance of the City of Chubbuck, Idaho, and any provision of the Chubbuck Municipal Code which are in conflict with the provisions of this Ordinance are hereby repealed to the extent of such conflict. All other sections and provisions of Chapters 16.24 and 17.12 not herein amended shall remain in full force and effect. Section 2. Severability. If any provision of this ordinance is held invalid, for any reason, by any court of competent jurisdiction, such holding shall not affect the validity or enforceability of any of the remaining provisions. Section 3. Effective Date. The rule requiring an ordinance to be read on three separate days, one of which shall be a reading in full, is hereby dispensed with, and this Ordinance shall become effective upon its passage, approval and publication as provided by law.
