HomeMy WebLinkAbout012.04.12City of Chubbuck Land Use and Development Commission Meeting Minutes December 4, 2012 - 7:00 p.m. Minutes of the Land Use and Development Commission regular meeting held at Chubbuck City Hall, 5160 Yellowstone, December 4, 2012. Chairman Peter Anderson: Commission Members: Rodney Burch, George Merrill, Ron Horner, Jason Mendenhall. City Staff: Steve Smart, Paul Andrus. Attorney: Tom Holmes. Secretary: Ranelle Simmons Chairman Anderson called the meeting to order at 7:00 p.m. Merrill led the commission in the Pledge of Allegiance. APPROVAL OF THE MINUTES: Anderson entertained a motion to approve the minutes as mailed. Mendenhall moved the minutes of October 2, 2012 meeting be approved as mailed; Horner seconded. Motion carries. NOTICE OF PUBLIC HEARING 1. Discuss a proposed ordinance amending various sections of the Chubbuck Municipal Code to update references to the International Building Code and other applicable codes; repealing prior conflicting ordinances; providing that all other sections of chapters 5.40, 6.08, 8.08, 8.34, 8.36, 9.20, 15.04, 15.08, 15.20, 15.16, 15.24, 16.08, 16.24, 18.06, 18.13 and 18.32 not amended shall remain in effect; and providing when this ordinance is effective. Smart informed the commission that the City has adopted the International Building Code instead of the Uniform Building Code. Ray Griffin, building official for the City, made the recommendations for updates. Anderson opened the public hearing. No public comments. Anderson closed the public hearing. Anderson informed the commission that this is a recommendation to the City Council. No Discussion from the commission. Anderson entertained a motion. Burch made a motion to recommend approval to the City Council the ordinance amending various sections of the Chubbuck Municipal Code. Mendenhall seconded. Anderson asked for any discussion on the motion. No discussion on the motion. Roll Call Vote: Burch, Yes; Merrill, Yes; Horner, Yes; Mendenhall, Yes; Anderson, Yes. Motion carries. Discuss amending an ordinance adding section 9.20.100 to allow any residence to have up to six chickens; adding section 9.20.110 regarding bees; to forward to the City Council. Only question Burch had was that bees would be dealt with under the nuisance code and if the same would be for chickens. Holmes explained chickens can also be governed under the nuisance code. Mendenhall made a motion to recommend to the City Council approval of ordinance section 9.20.100 and 9.20.110 dealing with chickens and bees. Horner seconded. Roll Call Vote: Burch, Yes; Merrill, Yes; Horner, Yes; Mendenhall, Yes; Anderson, Yes. Motion carries. The recommendation will go to City Council on January 8, 2013. Discuss status of January meeting. The first Tuesday in January is New Years Day. There is an application for a PUD Preliminary Development Plan so the January Land Use Meeting will be held on Wednesday January 2 nd Burch commented that an article in the Idaho State Journal talked about government web sites getting an F. There are a couple of places in the ordinance relative to the change in building codes that refer to the need to come into City Hall to get a map for fire districts and to get copies of the International Building Code. It would be nice if those documents could be accessed on the City web site. Anderson commented there is a free copy of the International Building Codes on the internet that perhaps a link could be on added to our web site. Anderson entertained a motion to adjourn; Mendenhall made the motlnrC Horn seconded.
