City of Chubbuck Council Meeting Minutes November 22, 2011 7:00 p.m. Minutes of a regular council meeting held at the Chubbuck City Council Chambers, November 22, 2011. Present: Mayor Steven England, Council Members; Kent Kearns, Kermit Morrison, Kevin England, Attorney Thomas Holmes, Public Works Director Steven Smart, Deputy Clerk Eric Jablonski Absent: Council Member Josh Ellis and City Clerk Rich Morgan. Meeting was called to order at 7:00 pm by Mayor England. Pledge of Allegiance to the Flag was led by Troop 343. Invocation was offered by Craig Barnes, 2nd Counselor in the 5t" Ward of the Church of Jesus Christ of Latter -day Saints. Council Member Kearns moved to amend the council agenda for November 22, and add the approval of a 2011 Beer, Wine and Liquor Licence for Theatricalities. Council Member Morrison seconded. Roll call vote: Kearns -yes, Morrison -yes, England -yes. Approval of Minutes - Mayor England asked for corrections and additions to the regular meeting minutes of November 9, 2011. Council Member Kearns moved to approve the regular meeting minutes of November 9, 2011. Council Member Morrison seconded. Roll call vote: England -yes, Kearns -yes, Morrison -yes. Public Hearing on amending the ordinance to define salvage sites and recycling centers and adding them to the schedule of general controls. Darrel Hardenbrook of United Metals located at 3809 South Eagle Road Boise, Idaho explained the recycling center planned for Chubbuck. Mayor England declared the public hearing open asking for comments in favor of, neutral, or in opposition to the proposed amendment to the ordinance. Boyd Bird, 5036 Kevin, would like to know if autos will be included in the items being recycled. There would be automobiles included in the items being recycled. Mayor England declared the public hearing closed. Ordinance #708 amending the ordinance to define salvage sites and recycling centers and adding them to the schedule of general controls was read by title. Council Member England moved to waive the rule the ordinance be read on three separate occasions with one reading being in full. Council Member Morrison seconded. Roll call vote: England -yes, Kearns -yes, Morrison -yes Council Member Kearns moved to adopt ordinance #708. Council Member England seconded. Council Member Kearns moved to accept the Offer of Dedication's listed. Council Member England seconded. Roll call vote: England -yes, Kearns -yes, Morrison -yes 2012 Beer, Wine and Liquor Licenses were presented to the council. Council Member England moved to approve the 2012 Beer, Wine, and Liquor Licenses subject to the applicant meeting all license requirements. Council Member Morrison seconded. Roll call vote: England -yes, Kearns -yes, Morrison -yes 2011 Beer, Wine and Liquor License for Theatricalities was presented to the Council.
