Council Meeting Minutes
September 6, 2011
7:00 p.m.
Minutes of a regular council meeting held at the Chubbuck City Council Chambers, September 6,
2011. Present: Mayor Steven England, Council Members; Josh Ellis, Kevin England, Kent
Kearns, Kermit Morrison, Attorney Thomas Holmes, Public Works Director Steven Smart, Clerk
Rich Morgan.
Meeting was called to order at 7:00 pm by Mayor England.
Pledge of Allegiance to the Flag was led by Tanner Aston, a member of Troop 317 of the Boy
Scouts of America.
Invocation was offered by Bishop Tom Mortimer of the Mountain Park Ward of the Church of
Jesus Christ of Latter -Day Saints.
Approval of Minutes - Mayor England asked for corrections and additions to the regular meeting
minutes of August 23, 2011.
Council Member Kearns moved to approve the regular meeting minutes of August 23, 2011 with
the correction that Ordinance #702 was considered under general business. Council Member
England seconded. Roll call vote: Ellis -yes, England -yes, Kearns -yes, Morrison -yes.
Proclamation declaring September 2011 as National Preparedness Month was read by Mayor
England.
Council Member England moved to accept the proclamation declaring September 2011 as
National Preparedness Month. Council Member Morrison seconded. Roll call vote: Ellis -yes,
England -yes, Kearns -yes, Morrison -yes.
Proclamation declaring September 2011 as National Alcohol and Drug Addiction Recovery
Month was read by the Mayor. Kevin Wakeman accepted the proclamation and invited everyone
to Recovery Fest in Old town Pocatello on September 16, 2011.
Council Member Kearns moved to accept the proclamation declaring September 2011 as
National Alcohol and Drug Addiction Recovery Month. Council Member Ellis seconded. Roll
call vote: Ellis -yes, England -yes, Kearns -yes, Morrison -yes.
Proclamation declaring September 17 through September 23, 2011 as Constitution Week. Lynn
Wride accepted the declaration for Daughters of the American Revolution.
Council Member Kearns moved to accept the proclamation declaring September 17 through
September 23, 2011 as Constitution Week. Council Member Morrison seconded. Roll call vote:
Ellis -yes, England -yes, Kearns -yes, Morrison -yes.

Ordinance # 704 Authorizing the fiscal year 2012 budget was presented.
The budget as presented is $15,511,671.
The total includes:
General Fund $ 5,221,511
Street Fund $ 934,941
Parks Dedication $ 84,000
CDA $ 1,678,000
Water $ 2,283,821
Sewer $ 2,392,863
Sanitation $ 1,653,635
Special Revenue $ 62,900
Employee Benefit $ 1,200,000
Council Member England moved to waive the rule to read the ordinance on three separate
occasions one being in full. Council Member Morrison seconded. Roll call vote: Ellis -yes,
England -yes, Kearns -yes, Morrison -yes.
Council Member Kearns moved to adopt ordinance #704. Council Member England seconded.
Roll call vote: Ellis -yes, England -yes, Kearns -yes, Morrison -yes.
Ordinance #705 Authorizing the issuance of water revenue bonds for the purchase of water rights
was presented. The water revenue bonds will be issued in the amount of $2,000,000.
Council Member Kearns moved to waive the rule to read the ordinance on three separate
occasions one being in full. Council Member Ellis seconded. Roll call vote: Ellis -yes, England -
yes, Kearns -yes, Morrison -yes.
Council Member England moved to adopt ordinance #705. Council Member Kearns seconded.
Roll call vote: Ellis -yes, England -yes, Kearns -yes, Morrison -yes.
Resolution #2011 -10 authorizing the quarterly meetings of the Chubbuck Impact Area
Wastewater Collection Authority was presented. The quarterly meetings will be held on the last
Thursday in January, April, July, and October.
Council Member Kearns moved to adopt Resolution #2011 -10. Council Member England
seconded. Roll call vote: Ellis -yes, England -yes, Kearns -yes, Morrison -yes.
Final Plat of Copperfield Landing Division 1 was presented by Darris Ellis.
Council Member England moved to accept the final plat of Copperfield Landing Division 1.
Council Member Morrison seconded. Roll call vote: Ellis - recused, England -yes, Kearns -yes,
Morrison -yes.

No claims were presented. Claims for September 13, 2011 will be approved through a poll of the
council.
Council member Kearns would like an official recognition of Wendy Butler for her work on
Chubbuck Days.
At 7:24pm Council Member Morrison moved to adjourn. Council Member England seconded
and the full council approved.

Pursuant to Idaho code Section 50-604, the undersigned Mayor of the City of Chubbuck, Idaho,
hereby calls a special meeting of the City Council to be held at the Chubbuck Municipal building,
at the hour of 7:00 pm, on Tuesday,the 6th day of Septe er, 2011.
