HomeMy WebLinkAbout02 22 2011 CM13 City of Chubbuck Council Meeting Minutes February 22, 2011 7:00 p.m. Minutes of a regular council meeting held at the Chubbuck City Council Chambers, February 22, 2011. Present: Mayor Steven England, Council Members Josh Ellis, Kevin England, Kent Kearns, Kermit Morrison, Attorney Thomas Holmes, Clerk Rich Morgan, Public Works Director Steve Smart. Meeting was called to order at 7:OOpm by Mayor England. Pledge of Allegiance to the Flag was led by Mayor England. Invocation was offered by Pastor Josh Robinson of the Gate City Christian Church. Approval of Minutes - Mayor England asked for corrections and additions to the regular meeting minutes of February 8, 2011. Council Member Kearns moved to approve the regular meeting minutes of February 8, 2011. Council Member England seconded. Roll call vote: Ellis -yes, England -yes, Kearns -yes, Morrison -yes. Mayor England explained the Youth Advisory Counsel Resolution supporting prayer during city council meeting. As Trevor Smith was not available to present the resolution this item was tabled. Steve Smart explained the contract with Jack B. Parsons and the West Chubbuck Road reconstruction project. This road project will be in conjunction with the curb, gutter and sidewalk construction on Chubbuck Road between Joy and Galena. Council Member England moved to authorize the Mayor to enter into a contract with Jack B Parsons for the West Chubbuck Road reconstruction project. Council Member Morrison seconded. Roll call vote: Ellis -yes, England -yes, Kearns -yes, Morrison -yes. Steve Smart explained the contract with Ferguson Waterworks for materials to complete the Hiline Road waterline project. It was advantageous to complete the construction of this water loop in the City's water system while the sewer project was going on. Council Member Kearns moved to authorize the Mayor to enter in to a contract with Jack B Parsons for the Hiline Road water project. Council Member England seconded. Roll call vote: Ellis -yes, England -yes, Kearns -yes, Morrison -yes. Ordinance #694 - to confirm the re -zone of 400 Block, south side of East Chubbuck Road. Council Member England moved to waive the rule to read the ordinance in full. Council Member Morrison seconded. Roll call vote: Ellis -yes, England -yes, Kearns -yes, Morrison -yes. Council Member Kearns moved to adopt ordinance #694. Council Member Morrison seconded. Roll call vote: Ellis -yes, England -yes, Kearns -yes, Morrison -yes. Council Meeting Minutes - (Cont.) 15 February 22, 2011 Council discussed changing the scheduled city council meeting of March 8, 2011 to March 15, 2011 in order to accommodate the School District levy elections which will be held March 8, 2011. The County uses the City's council chamber and conference room for precinct polling places. Council Member England moved to change the scheduled March 8, 2011 council meeting to March 15, 2011. Council Member Kearns seconded. Roll call vote: Ellis -yes, England -yes, Kearns -yes, Morrison -yes. Sanitation and recycling discussion - with the current changes the city is facing in other areas of our utility billing this item has been tabled. Sewer facilities planning discussion - There will be a public hearing on the proposed rate increases for our NWSI on March 15, 2011. There are 5loans with the DEQ on the current North West Sewer Interceptor (NWSI) project. The total of the loans is projected to be $19,802,034.00. The current cost for each single family equivalent for the 5 loans would be $16.52. To exempt those on circuit breaker the single family equivalent to pay the loans would increase to $16.89. Water facilities planning discussion - there was no discussion on the water facilities plan. Computer print -out claims for February 22, 2011 were presented to Mayor England and Council. Council Member Kearns moved to approve the computer print -out claims as presented. Council Member England seconded. Roll call vote: Ellis -yes, England -yes, Kearns -yes, Morrison -yes.
