HomeMy WebLinkAbout02 08 2011 CM0 City of Chubbuck Council Meeting Minutes February 8, 2011 7:00 p.m. Minutes of a regular council meeting held at the Chubbuck City Council Chambers, February 8, 2011. Present: Mayor Steven England, Council Members Josh Ellis, Kevin England, Kent Kearns, Kermit Morrison, Attorney Thomas Holmes, Clerk Rich Morgan, Public Works Director Steve Smart. Meeting was called to order at 7:OOpm by Mayor England. Pledge of Allegiance to the Flag was led by Troop 318. Invocation was offered by Bishop Gary Packam fo the Tyhee 481h Ward of the Church of Jesus Christ of Latter -Day Saints. Approval of Minutes - Mayor England asked for corrections and additions to the regular meeting minutes of January 25, 2011. Council Member Kearns moved to approve the regular meeting minutes of January 11, 2011 with typo corrections. Council Member Ellis seconded. Roll call vote: Ellis -yes, England -yes, Kearns -yes, Morrison -yes. Council Member Morrison presented Mayor England a certificate on behalf of Veterans of Foreign Wars commemorating January 27, 2011 as the anniversary of the Vietnam Accords. Ordinance #693 - Storm Water Quality Management Ordinance was read by title for the third time. Council Member England moved to waive the rule to read the ordinance in full. Council Member Morrison seconded. Roll call vote: Ellis -yes, England -yes, Kearns -yes, Morrison -yes. Council Member Kearns moved to adopt ordinance #693. Council Member England seconded. Roll call vote: Ellis -yes, England -yes, Kearns -yes, Morrison -yes. Sanitation and recycling discussion - Currently we have 821 recycling participants and charge $5.00 for this service. Discussion on charging every sanitation customer a small recycling charge and including recycling in our regular service for any customer that requests a recycling cart. Discussion included various proposed rate structures and service levels. Justin at 5117 Elizabeth commented that he is currently dumping his recycle at the City Hall recycle bin and would be fine with the addition to his bill and having a cart at his home. Ginger Gugelman 782 Sheba commented on the survey and gave the council several ideas for questions on the survey. Council Meeting Minutes - (Cont.) 11 February 8, 2011 Sewer facilities planning discussion - There are 5 loans with the DEQ on the current North West Sewer Interceptor (NWSI) project. The total of the loans is projected to be $19,802,034.00. Our projected single family equivalent is currently 5,142. With this information we have calculated monthly cost to the sewer system users of $16.52 per single family equivalent. We are hoping there will be some savings on the contracts, our estimate is between $500,000 and $1,000,000. This would lower the calculated monthly cost to the sewer system users of between $15.70 and $16.10 per single family equivalent. The City does need to start to collect the fees so that when the payments come due we have sufficient reserves to meet the debt service. Water Facilities Planning discussion - the judicial confirmation hearing is set for March 7, 2011 Computer print -out claims for February 8, 2011 were presented to Mayor England and Council. Council Member Morrison moved to approve the computer print -out claims as presented. Council Member Ellis seconded. Roll call vote: Ellis -yes, England -yes, Kearns -yes, Morrison - yes. Council Member Kearns mentioned he would like to have the staff meeting minutes included in the council packets. At 8:34pm Council Member England moved to adjourn.
