HomeMy WebLinkAbout008.07.12City of Chubbuck Land Use and Development Commission Meeting Minutes August 7, 2012 - 7:00 p.m. Minutes of the Land Use and Development Commission regular meeting held at Chubbuck City Hall, 5160 Yellowstone, August 7, 2012. Vice Chairman Jason Mendenhall: Commission Members: Rodney Burch, George Merrill, Jay Buttars, Morris Kinghorn, James Eborn, Ron Horner, Bryan Nield. City Staff: Steve Smart, Sean Harris. Attorney: Tom Holmes. Secretary: Ranelle Simmons Vice Chairman Mendenhall called the meeting to order at 7:00 p.m. Eborn led the commission in the Pledge of Allegiance. APPROVAL OF THE MINUTES: Mendenhall entertained a motion to approve the minutes as mailed. Kinghorn moved the minutes of July 3, 2012 meeting be approved as mailed; Merrill seconded. The motion was approved. NOTICE OF PUBLIC HEARING 1. An application by Matthew Schiffman and Wade Barker, 3800 Northern Lights, Pocatello, ID 83201 for Chubbuck Meadows Subdivision Preliminary Plat. The property is located SE %, NE %, Sec 4, T6S, R34E, BM, Bannock County on Homestead Street, Chubbuck, ID 83202. Johnny Fisher, 4580 Sarah Loop, Chubbuck, ID was present to represent the application. The preliminary plat is to divide the existing lot in to two single family lots. Fisher has purchased one of the lots and building a single family home. The second lot has also been sold. City Staff had nothing to add. Mendenhall opened the meeting for public comment. No comment from the public. Mendenhall closed the public hearing and brought it back to the commission for discussion or questions. Mendenhall reminded the commission that this is a recommendation to the City Council. Holmes commented that part of the motion should be to approve the variation of the lot depth to width ratio. Morris confirmed the width is 98.5' depth is 294'. Mendenhall entertained a motion. Motion by Burch to recommend approval of the preliminary plat of Chubbuck Meadows Subdivision to the City Council with the acknowledgment that both 1 and 2 lots do not meet the lot depth to width ration for R -1 zoning and that requirement will be waived as part of this approval. Motion was seconded by Buttars. Motion carries. The recommendation will go to City Council on August 14, 2012. An application by Bobby Knudsen Jr, 98 Fort Hall Ave, American Falls, ID 83211 for Yellowstone Commons Division 2 Preliminary Plat. The property is an extension of Knudsen Blvd, east of Hawthorne. Mitch Greer with Rocky Mountain Engineering and Survey was present to represent the application. The application will be to construct Knudsen Blvd the remaining distance from Yellowstone Ave. to Hawthorne Road becoming a 5 lane connection from with a signal at Hawthorne Road and Yellowstone Ave. Hawthorne Road will have an additional lane added. This will become a major east /west corridor in the city. When the 1 -86 interchange is under the 2 year construction plan for the Diverging Diamond there will be considerable traffic congestion on Yellowstone Ave so the new connection will help relieve that. Zebe Lane now connects to Burnside Ave which is a great addition. The developer is willing to deed the right -of -way and do the project. Chubbuck Development Authority will be funding the improvements to the road. Final Design Review has been held with city staff and bid packages are being put together. Mendenhall asked for questions from commission. Kinghorn asked for confirmation that this will be a commercial development. Yes and Greer also commented that the Williamson Lateral Canal will be relocated and piped. City Staff had no addition information. Holmes wants it reflected in the minutes that the application comes to the commission with no application for a rezone from agricultural to commercial. The process will take a couple of months. Mendenhall opened the meeting for public comment. Roy Rhodes, 4431 Hawthorne, Chubbuck, ID 83202 would like to know what will happen to the irrigation. Smart explained that a gravity bypass is planned on Williamson Lateral Canal. Mendenhall closed the Public Hearing sending it back to commission for discussion. Mendenhall reminded the commission that this is a recommendation to the City Council. Buttars asked if there will be a bridge over Williamson Lateral Canal. Greer explained that a box culvert will be built. Burch had a comment that the 25' right -of -way on Hawthorne Road needs to be a 40' right -of -way on the west frontage of this property. Smart explained that the issue has been recommended to Greer. Mendenhall entertained a motion. Burch made a motion that the commission recommend approval to the City Council for the preliminary plat for Yellowstone Commons Division 2 with the condition that the right -of -way along Hawthorne Road be set at 40' from center line instead of the 25' as shown on the current plat.
