Council Meeting Minutes
October 12, 2010
7:30 p.m.
Minutes of a regular council meeting held at the Chubbuck City Council Chambers, October 12,
2010. Present: Mayor Steven England, Council Members Josh Ellis, Kevin England, Kent
Kearns, Kermit Morrison, Attorney Thomas Holmes, City Clerk Rich Morgan, Public Works
Director Steve Smart.
Meeting was called to order at 7:30pm by Mayor England.
Pledge of Allegiance to the Flag was led by Ryker Fuhriman of Cub Scout Pack 131.
Invocation was given by Bishop Brett Fuhriman, 1st Ward of the Church of Jesus Christ of
Latter-Day Saints
Approval of Minutes - Mayor England asked for corrections and additions to the regular meeting
minutes of September 28, 2010.
Council Member Kearns moved to approve the regular meeting minutes of September 28, 2010,
with typo corrections. Council Member Morrison seconded. Roll call vote: Ellis-yes, England-
yes, Kearns-yes, Morrison-yes.
Ordinance #690 makes revisions to the emergency cost recovery ordinance. The first reading by
title was September 28, 3010. Fire Chief Eric King previously explained that this revision cleans
up some of the language in an existing ordinance that allows the city the authority to collect some
of the cost incurred by the city on certain emergency calls. This was the second reading of the
ordinance by title.
Anthony Leinweber had applied for a pawn brokers license. After discussion with the council and
Chief Randy Severe, Mr. Leinweber asked the council to table his application so that he could
ndnd
amend the application to be a 2 hand precious metals and 2 had store keeper license.
Council Member England moved to table the application for consideration at a later date. Council
Member Kearns seconded. Roll call vote: Ellis-yes, England-yes, Kearns-yes, Morrison-yes.
Chubbuck Development Authority Executive Director Steve Smart presented the fiscal year 2011
list of projects for the Chubbuck Development Authority for approval by the council. The list of
projects presented were:
-Hiline Road Reconstruction - $210,000
-West Chubbuck Road - Joy to Galena - $400,000
-Evans Lane - Yellowstone to Hawthorne - $100,000
-Domus - $1,000,000
-Hockey Ice Sheet - $18,000
-Water System Capital Improvements - $230,000
-Afton Meadows Reimbursement - $20,000
-Parks Capital Improvements - $25,000

Council Member England moved to approve the Chubbuck Development Authority's fiscal year
2011 proposed projects. Council Member Morrison seconded. Roll call vote: Ellis -yes,
England -yes, Kearns -yes, Morrison -yes.
Computer print -out claims were presented to Mayor England and Council.
Council Member Kearns moved to approve the computer print -out claims as presented. Council
Member Morrison seconded. Roll call vote: Ellis -yes, England -yes, Kearns -yes, Morrison -yes.
At 8:08pm Council Member England moved to adjourn. Council Member Kearns seconded and
the full council approved.
