COUNCIL MEETING MINUTES
February 9, 2010
Minutes of a regular meeting held at the Chubbuck City Council Chambers, February 9, 2010.
Present: Mayor Steven M. England, Council members Kent Kearns, Kermit G. Morrison, Kevin
England, Josh D. Ellis, Attorney Thomas J. Holmes, Public Works Director Steven M.
Smart, City Treasurer Rich Morgan and City Clerk Ron C. Conlin.
Meeting was called to order at 7:30 p.m. by Mayor England.
PLEDGE ALLEGIANCE TO THE FLAG was given by Skyler Matthews, Troop #362.
INVOCATION was given by City Treasurer Rich Morgan.
APPROVAL OF MINUTES - Mayor England asked for corrections and additions to the Regular
Meeting Minutes of January 26, 2010 and Special Meeting Minutes of January 29, 2010.
Councilman Kearns moved to approve the Regular Meeting Minutes of January 26, 2010,
with corrections and Special Meeting Minutes of January 29, 2010 as read, Councilman
Morrison seconded. Roll Call Vote: Morrison, yes; England, yes; Ellis, yes; Kearns, yes.
AMEND TONIGHT’S COUNCIL MEETING AGENDA - Council may wish to amend tonight’s
City Council Agenda to include the sell of surplus items. PWD Smart said he found out
Prime Time Auction is having an auction, February 13, 2010.
Councilman England moved to amend tonight’s City Council agenda to include the sell of
the surplus items listed, Councilman Ellis seconded. Roll Call Vote: Kearns, yes; Ellis, yes;
England, yes; Morrison, yes.
OFFICIAL OATH GIVEN TO POLICE OFFICER - Police Chief Randy Severe introduced to
Council a new Chubbuck Police Officer Brandon Schiffman. City Clerk Ron Conlin
administered the Official Oath to Police Officer Brandon Schiffman.
SELL OF CITY SURPLUS ITEMS - PWD Smart presented a list of surplus items to be sold at
public auction by Prime Time Auction.
Councilman Morrison moved to approve the sell of surplus items as presented by PWD
Smart, Councilman England seconded. Roll Call Vote: Morrison, yes; England, yes; Ellis,
yes; Kearns, yes.

ORDINANCE #683 - Amending Section 12.04.070 of the Chubbuck Municipal Code to clarify
the repairs that need to be made if, in the process of construction any roadways, curb,
gutters or sidewalks are disturbed.
Attorney Holmes read Ordinance #683 by title only for the third reading, one of which
was in full.
Councilman Kearns moved to adopt Ordinance #683 as read, Councilman Morrison
seconded. Roll Call Vote: Kearns, yes; Ellis, yes; England, yes; Morrison, yes.
CLAIMS - Computer print -out claims presented to Mayor England and Council.
Councilman Kearns moved to approve computer print -out claims as presented,
Councilman Ellis seconded. Roll Call Vote: Kearns, yes; Ellis, yes; England, yes;
Morrison, yes.
GENERAL DISCUSSION -
1. Update report on W. Chubbuck Road Project and Open House - PWD Smart stated the
City is scheduling other residents affected by the W. Chubbuck Road Project to come
in and discuss their concerns.
At 8:17 p.m, Councilman Morrison moved, Councilman Kearns seconded, with full council
approved to adjourn meeting.
