Minutes of a Special Meeting held at the Chubbuck City Council Chambers, June 10, 2008.
Present: Mayor Steven M. England, Council members Kent Kearns, Dennis Stoddard, Kermit G.
Morrison, Rebecca Ponkow, Attorney Thomas J. Holmes, Public Works Director Steven
M. Smart and City Clerk Ron C. Conlin.
Meeting was called to order at 6:30 p.m. by Mayor England.
PURPOSE OF MEETING is to conduct a Chubbuck Development Authority Training Meeting.
Chubbuck Development Authority Member Blake Jones was present and Chubbuck
Development Authority Member Steve Hadley was excused.
CHUBBUCK DEVELOPMENT AUTHORITY MEETING - Kathleen Lewis, SICOG presented
the history and a recap of the Chubbuck Development Authority.
Discussion about Intergovernmental Agreement with respect to the Chubbuck
Development Authority and our Urban Renewal Plan.
PWD Smart stated when we started adding parks, we added them by resolution and by
name.
PWD Smart stated the way we do our Urban Renewal Plan at this time, we cannot bond.
The Urban Renewal Plan is on a cash basis.
PWD Smart went through the projects the CDA has completed.
PWD Smart suggested the Chubbuck Development Authority consider future projects:
1. Valenty and Ward street reconstruction.
2. Signal at Hawthorne and Chubbuck Roads.
3. Whitaker Road
4. Chubbuck and Philbin Road intersection.
5. Dell Road reconstruction and Dell Road sewer line.
6. Stuart Addition road reconstruction.
7. Connection between Burnside and Parrish Lane.
8. Rehabilitation of streets in Country Side Acres.
The tax increment monies have been orientated to infrastructure because of the need.

Mayor England stated one of the issues we may be dealing with is this could be our last
chance to change Urban Renewal Area boundaries.
At 7:45 p.m, Councilman Kearns moved, Councilman Morrison seconded, with full council
approval to adjourn meeting.

Pursuant to Idaho Code Section 50 -604, the undersigned Mayor of the City of Chubbuck,
Idaho, hereby calls a special meeting of the City Council to be held at the Chubbuck Municipal
Building, at the hour of 6:30 p.m, on Tuesday, the 10th day of June, 2008. The purpose of the
Special Meeting is to conduct a 1) Chubbuck Development Authority Tax Increment Training
Meeting, 2) 2008 -2009 FY Fire Department Budget discussion.
