Minutes of a regular meeting held at the Chubbuck City Council Chambers, February 26, 2008.
Present: Mayor Steven M. England, Council members Dennis Stoddard, Richard Morgan, Kermit
G. Morrison, Attorney Thomas J. Holmes, Public Works Director Steven M. Smart and
City Clerk Ron C. Conlin. Councilman Kent Kearns was excused.
Meeting was called to order at 7:30 p.m. by Mayor England.
PLEDGE ALLEGIANCE TO THE FLAG was led by D.J. Holt, Troop 338.

INVOCATION was given by Bishop Tom Tucker, Chubbuck Stake 8 Ward, The Church of
Jesus Christ of Latter-Day Saints.
APPROVAL OF MINUTES - Mayor England asked for corrections and additions to the Regular

Meeting Minutes of February 12, 2008.

Councilman Morgan moved to approve the Regular Meeting Minutes of February 12,
2008 as read, Councilman Stoddard seconded. All council members present voted in favor
of motion.
ORDINANCE #655 - Amending Section 10.08.050 of the Chubbuck Municipal Code to establish
a speed limit of forty-five miles per hour on those portions of Philbin Road lying within the
City Limits and a speed limit of 35 miles per hour on Chubbuck Road west from
Ponderosa Street to the City Limits.
Attorney Holmes read Ordinance #655 by title for the third reading, one of which was in
full.
Councilman Stoddard moved to adopt Ordinance #655 as read, Councilman Morgan
seconded. Roll Call Vote: Kearns, absent; Stoddard, yes; Morgan, yes; Morrison, yes.
Motion passes 3-0.
APPROVAL OF UPDATED POLICE DEPARTMENT POLICY MANUAL - Police Chief
Randy Severe presented and answered questions on the updated Policy Department Policy
Manual.
Councilman Morgan moved to adopt the Updated Police Department Policy Manual as
presented, Councilman Morrison seconded. All council members present voted in favor of
motion.

2006 PUBLIC WORKS ANNUAL REPORT - PWD Smart presented his 2006 Public Works
Annual Report.
GENERAL DISCUSSION -
1. Discussion about quality of street patching on gas line repair on East Chubbuck Road.
PWD Smart gave a report.
2. Fire Department has set a meeting with North Bannock County Fire District, Thursday
February 28th, 2008.
CLAIMS - Computer print -out claims presented to Mayor England and Council.
Councilman Morgan moved to approve the computer print -out claims as presented,
Councilman Stoddard seconded. All council members present voted in favor of motion.
At 8:36 p.m, Councilman Morgan moved, Councilman Stoddard seconded, with full council
approval to adjourn meeting.
