Minutes of a regular meeting held at the Chubbuck City Council Chambers, January 22, 2008.
Present: Mayor Steven M. England, Council members Kent Kearns, Dennis Stoddard, Kermit G.
Morrison, Attorney Thomas J. Holmes, Public Works Director Steven M. Smart and City
Clerk Ron C. Conlin. Councilman Richard Morgan was excused.
Meeting was called to order at 7:30 p.m. by Mayor England.
PLEDGE ALLEGIANCE TO THE FLAG was led by Nathan Armstrong, Troop 140.
APPROVAL OF MINUTES - Mayor England asked for corrections and additions to the regular

meeting minutes of January 8, 2008.

Councilman Kearns moved to approve the January 8, 2008 Councilman Meeting Minutes
as read, Councilman Stoddard seconded. All council members present voted in favor of
motion.
TEMPORARY BUSINESS LICENSE APPLICATION - Linda Davies, Wildhare, Inc, 2540
Woodhill Way, Pocatello, Idaho has applied for a temporary business license to operate a
Flea Market and Antique Sale at the Pine Ridge Mall, 4155 Yellowstone Ave,(formerly

the Bon Marche), March 1 and 2, 2008.
Department Heads recommended approval of the temporary business license.
Councilman Stoddard moved to grant Linda Davies, Wildhare, Inc a temporary business
license to operate a Flea Market and Antique Sale at the Pine Ridge Mall, 4155

Yellowstone Ave on March 1 and 2 , 2008, Councilman Kearns seconded. All council
members present voted in favor of motion.
BID FOR PROFESSIONAL SERVICES: RIGHT-OF-WAY ACQUISITIONS HILINE ROAD,
FLANDRO TO CHUBBUCK ROAD - STP-7401(100) KEY NO. 08472 - PWD Smart
explained the proposed agreement for the Hiline Road Reconstruction Project. This bid is
from Lawrence Rincover.
Acquisitions:(2)R/W & TCE $1,500 ea=$ 3,000.
(10) TCE only=$ 15,000.
Total for Services $ 18,000.
PWD Smart recommended approval of the bid for professional services for right-of-way
acquisitions for Hiline Road, Flandro to Chubbuck Road as presented.

Councilman Kearns moved to authorize Mayor England to enter into agreement with
Lawrence Rincover, Southside Consultants for Professional Services: Right -of -Way
Acquisitions, Hiline Road, Flandro to Chubbuck Road, Councilman Morrison seconded.
All council members present voted in favor of motion.
ORDINANCE - Amending Section 10.08.050 of the Chubbuck Municipal Code to establish a
speed limit of forty -five miles per hour on those portions of Philbin Road and lying
within City Limits and a speed limit of 35 miles per hour on Chubbuck Road west from
Ponderosa Street to the City Limits.
Attorney Holmes read ordinance in full for the first reading.
Council tabled the ordinance until the February 12`x', 2008 Council Meeting.
CLAIMS - Computer print -out claims presented to Mayor England and Council.
Councilman Kearns moved to approve the computer print -out claims as presented,
Councilman Stoddard seconded. All council members present voted in favor of motion.
At 7:44 p.m, Councilman Kearns moved, Councilman Stoddard seconded, with full council
approval to adjourn meeting.
