COUNCIL MEETING MINUTES
October 16", 2007
Minutes of a Special Meeting held at the Chubbuck City Council Chambers, October 16 "', 2007.
Present: Mayor Steven M. England, Council members Leroy S. Quick, Kent Kearns, Dennis
Stoddard, Richard Morgan, Attorney Thomas J. Holmes, Public works Director Steven
M. Smart and City Clerk Ron C. Conlin.
Meeting was called to order at 4:30 p.m. by Mayor England.
PURPOSE OF THE SPECIAL MEETING is to discuss sanitation service and rates in the City.
SANITATION SERVICE AND RATES - PWD Smart presented a corrected sanitation rate
model to Mayor England and Council. (Sanitation rate models attached
Alternatives #1, #4, #5 and #6).
PWD Smart stated he found a couple of errors in the prior sanitation rate model that will
make a difference in what was approved at the October 9`", 2007 Council Meeting.
Discussion about commercial and residential services in the City.
Discussion about amortization of equipment, vehicles and building.
Council reviewed the alternatives presented.
Councilman Kearns moved to proceed with Alternative #6 Sanitation Rate Model,
(attached), then Staff will approach Citizen's Bank about a 20 year rate on facility
improvements only, as compared to the 15 year rate, Councilman Stoddard seconded. All
council members voted in favor of motion.
At 5:25 p.m, Councilman Morgan moved, Councilman Quick seconded, with full council
approval to adjourn meeting.
