Present: Mayor John O. Cotant, Council members Leroy S. Quick, Steven M. England, Marvin C. Gunter, B. Kent Kearns, Attorney Thomas J. Holmes, Public Work Director Steven M. Smart and City Clerk Ron C. Conlin. Meeting was called to order at 6:00 p.m. by Mayor Cotant. PURPOSE OF SPECIAL MEETING is to 1) Consider a proposal to conduct a classification and compensation Study for the City of Chubbuck. 2) Conduct a Chubbuck Development Authority Meeting. PROPOSAL TO CONDUCT A CLASSIFICATION AND COMPENSATION STUDY FROM BDPA, INC. - Andrea Fogelman, BPDA, Inc was present to answer questions about the proposal presented. Councilman Kearns asked Mrs. Fogelman to explain the methodology on how BDPA will come up with a comparison with other cities, and also asked if this was going to be boiler plate type job descriptions within the city and what the hour and half per employee entails. Mrs. Fogelman went through the methodology process. Councilman Quick asked how long will the process take, Mrs. Fogelman stated the process takes approximately four months. Councilman Gunter moved to authorized Mayor Cotant to enter into an agreement with BDPA, Inc. for a Classification and Compensation Study for the City of Chubbuck, Councilman Quick seconded. All council members voted in favor of motion. Mrs. Fogelman stated she will be in touch with City Clerk Ron Conlin in January, 2003. Smart, Kathleen Lewis, SICOG and Secretary - Treasurer Ron C. Conlin. Board member Wally Wright was excused. Meeting was called to order at 6:30 p.m. by CDA Chairman Mayor Cotant. APPROVAL OF MINUTES - CDA Minutes of July 29 ', 2002 and CDA Minutes of September 10`'', 2002 were presented to Chubbuck Development Authority Board Members. Councilman Kearns moved to approve the CDA Minutes of July 29 ', 2002 as read, Councilman Gunter seconded. All CDA Board Members present, voted in favor of motion. REVISED 2002 -2009 BUDGET - Kathleen Lewis and PWD Smart presented revised proposed 2002 -2009 Chubbuck Development Authority Budget for discussion. E. Chubbuck R, Buffalo $450,000. 2002 E. Hiline Canal Cross - Bluebird Capell Park Chubbuck/Hawthorne Signal Capell Park Park Lawn Yellowstone Signal PWD Smart reported on each of the line items. 239 $100,000. 2006 $225,000. 2006 $200,000. 2007 $225,000. 2007 $350,000. 2008 PWD Smart stated the City did not get a grant for Capell Park, this proposed budget reflects the change. PWD Smart stated the timing of these proposed projects can be changed depending on the CDA Board's direction. Kathleen Lewis said when we remove from the District, we remove the base, if we adjust and put in new properties, we have to use this year's value only. The City cannot have more than 10% of base valuation in the tax increment district. PWD Smart presented a proposed Urban Renewal Area Map. PWD Smart explained how he came up with the proposed map. Kathleen Lewis stated the real trick on this is to identify the boundaries. Kathleen said we have two options, one being, approach the County and amend the agreement, releasing properties, then flag the properties we want in the District. The other is to amend the agreement to show narrow boundaries, showing streets in the District. Kathleen Lewis said it will take some time to flag the properties we want in the District. After discussion, Council directed Kathleen Lewis to proceed. The Chubbuck Development Authority Board will meet to discuss the proposed boundaries on January 28th, 2003. The purpose of the special meeting is to; 1) Discuss a proposal to conduct a Classification and Compensation Stud - BPDA, Inc. 2) Chubbuck Development Authority Meeting. Date: John O.
