Cotant, Jr., Councilmembers Leroy S. Quick, Steven B. England, Boyd L. Fullmer, Engineer Steven M. Smart, Chief of Police Arnold Stone, Officer Scott Birch and City Clerk Ron C. Conlin. Meeting called to order at 3:00 p.m. by Mayor Cotant. PURPOSE OF SPECIAL MEETING is to interview applicants for City Attorney~ position. Mayor Cotant and Council finished interviewing all applicants that applied for the City Attorney position. After considerable discussions at the special meeting held December 17, 1987, Mayor Cotant and Council narrowed the field of applicants to the following three. Monte R. Whittier & John Souza Frederick F. Belzer Thomas J. Holmes & Howard D. Burnett Whittier & Souza, P.A. Hawley, Troxell, Ennis & Hawle' The council felt all the applicants were good. Concern expressed about amount of time the attorney would spend on city work, meetings, etc. The council felt the budget should be the same~as was budgeted in the 1987-88 Fiscal Year. The council felt ~reco~d should be kept and the new city attorn~y~should be hired ona six month probationary period. There will be a review of the city attorney]at]the June 28, 1988 Council Meeting. After discussion Councilman England moved to appoint Thomas J. Holmes & Howard D. Burnett, with Hawley, Troxell, Ennis & Hawley Law Firm to be the City of Chubbuck's attorneys, with a six month probationary period. Councilman Quick seconded. Roll Call Vote: Quick, yes; England, yes; Fullmer, yes; Hopkins, absent. At 5:32 p.m., Councilman Fullmer moved, Councilman Quick seconded, with full council approval to adjourn the meeting. Ron C. Requirement. Ail fire fighters to become fire-fighter I qualified. Recruit will need to go through a 140 hour course. This course to run each Wednesday night and the third Saturday of each month. (NFDA & RATING BUREAU CALL FOR 240 HOURS) Purchases needed: 1. Visual aid trainers for fire fighters on station standby, eg. slide machine with cassitte capabilities 2. IFSTA fire fighter I transparencies 3. National fire academy's study guides and materials 4. Video Camera State fire school. Cut down numbers going to state school in favor of courses held almost weekly around southern Idaho. Can receive 4 to 6 times the training hours for same dollars. Fire calls down by about 10% from 1985 Fire fighter show up has increased to average of 16 members per fire. Try to get figure to 18 or 19. Fire apparatus has been color coded to help simplify operation Need to get a fire finder Personnel Protection: Have all required clothing save Fresh air 8 pairs of pants. We should have 18 face pieces & regulators with 18 spare bottles have 4 with spare bottles which meet requirements. We have 6 old out dated sets that are demand/pressure all should be pressure only. We are 14 sets short we should get 6 sets as soon as possible. Our old sets are at least 14 years old. Need to get 1 pal for each fresh air set FIRE DEPARTMENT Page 2 Report 1986 JANUARY 1987 Promotions Driver/Operator test will be required before members can perform those task or be promoted to driver/operator shall have 4 - 3 hours classes per year. Are developing an officer promotion list. Battalion Chiefs will be promoted by test, qualifications. Captains and and other Rating Bureau Lower rating to a class four from a class six. H~pefuI to call for rating in spring of 1988. Actual date depends on when we have proper equipment. We need a number of items to bring engines to full compliance. The command officers are in process of compileing this information. We will need a number of 1½" & 2%" nozzles 1300' of 3" hose 900' of 1 3/4" hose 150' of 5" hose Among other items now have annual test on 1. hose (1962) 2. Pumpers (1901) 3. a. Hydrant flow (city) These should be twice a year b. We will begin this summer, pressure flow testing 1/4 of city hydrants per year. 4. a. Ladder test b. Ladder service NFPA 1931 standards have changed greatly our ground ladders are inadequate. They should be replaced. c. Our aerial ladder should be tested as soon as possible. We now have records for these test and are trying to improve them. Inspections We now have in excess of 100 business inspections since October (one business was issued a citation) 60 wood burners have been inspected. We are tyring to set up system where each business can be inspected twice a year. This will be extremely hard to do with our man power. our pre fire plans are under way Most assembly areas in city are now posted for occupant loads, we still have a ways to go and are in the process of completing them. Be prepared for complaints. Fire Department Page 3 Report 1986 Apparatus Replace van with step van or old school bus, which could be converted into a service/ladder truck, and save on back problems. Replace engine 5 with a 3000 gallon tanker for areas w/o hydrants Replace engines 302 and 304 with mini pumper with capacity to pump independently of drive train. Each pumper should have a 300 gallon tank and be capable of pumping 500 gallons per minute. These type of pumpers could be classed as reserve pumpers. These units should also have light weight booster lines to help fight brush fires. Physical Facilities At area of new station. We need a smoke tower & structure. This would be the most used structure we could possess. We should also have a gas pi~ for training. TO: DATE: FROM: SUBJECT: City of Chubbuck 5160 Yellowstone Avenue CHUBBUCK, IDAHO 83202 (208) 237-2400 Members of the Chubbuck Fire Department September 9, 1987 Fire Chief Promotion Beginning with the 1988 calender year the Chubbuck Fire Department will be reorganized. Under the terms of the rules and regulations of the department, officer positions will open for~ consideration every two years. The: current group of officers have been serving since January 1, 1986. All positions below the rank of assistant chief including driver will be refilled on January 1, 1988. Candidates will compete for each position much like the candidates did for the positions of temporary captain and driver did in July. The salary pay for command officers will be terminated after December 31, 1987.~ Salaries for positions, starting January 1, 1988 will be compensated with the wages paid per fire call or training drill. The compensation for fire calls or drill periods will be as follows: FIRST HOUR Assistant Chief 21.00 Battalion: Chief 18.50 Captain 16.00 Driver/LT 13.00 Firefighter 1st Class 10.50 Firefighter 2nd Class 9.00 Firefighter 3rd~ Class -0- SECOND HOUR DRILL PERIOD 8.00 10.00 8.00 10.00 8.00 10.00 7.00 9.00 7.00 9.00 7.00 8.00 The firefighter third class designation will be those members who are on probation and/or have not attended a combination of fifty (50) drill or fire calls. The fire fighter second class is a member who has been elected to permanent membership but has not completed the two hundred and forty hours (240) certification course as designed by the state fire service training division, and has at least six month temporary membership on the Chubbuck Fire Department. Fire Department Promotions September 9, 1987 Page 2 The firefigh~er first class is a permanent member who has completed the State Certification course, and has at least one year of permanent membership on the Chubbuck Fire Department. Those members who are now on the pay roll will be considered as fire fighters first class under grandfather rights. To be eligible to become a driver/operator a member must be: 1. A first class fire fighter and have two years experience on the Chubbuck Fire Department or 2. A first class fire fighter and have one year experience on the Chubbuck Fire Department and two years of verified experience on another department. To be eligible to become a captain a member must be: 1. A first class fire fighter and have three years experience on the Chubbuck Fire Department. or 2. A first class fire fighter and have one and one half years experience On the Chubbuck Fire department plus three years verified experience on another fire department. To be elegible to become a Battalin Chief a member must be: !. A first, class fire fighter and have three years experience on the Chubbuck Fire Department. or 2. A first, class fire fighter and have two and one half years experience on the Chubbuck Fire Department and have five years of verified experience with another department. Officers and drivers must maintair~ ~ ~tte~'~d~nce of fozty percent (40%) of a combination of fire calls and drills to hold officer/driver statis. Those officers/drivers who fall below 40% mark for a given quarter will be placed on officer/driver probation. They will have the next quarter to increase their attendence. Officers/drivers who fail to meet the attendance requirements or who fall below 40% attendence for three of five consecutive quarters will be placed as a fire fighter first class. The member on the top of the officer and/or drivers list will be promoted to their respective positions. Any and all members interested in the officer or driver positions must turn in a resume and an application for each position the member is willing to accept. TO: DATE: FROM: SUBJECT: City of Chubbuck 5160 Yellowstone Avenue CHUBBUCK, IDAHO 83202 (208) 237-2400 Members of the Chubbuck Fire Department September 9, 1987 Fire Chief Full Time Position of Mechanic and Training Officer The City of Chubbuck will be taking applications to fill a maintenance/training position with the Fire Department. The position will involve about 80% maintenance, testing and inspection and 20% training duties. The successful candidate must have mechanical background. He must have the knowledge and ability to: 1. Do light vehicle maintenance 2. Fix and maintain fire department equipment 3. Become certified on maintenance of S.C.B.A. equipment. 4. Conduct semi-annual inspection on fire department equipment 5. Other maintenance duties as assigned by the Chief. The successful candidate will also serve as the Chubbuck Fire Department training off~icer. The applicant must have the skills and knowledge to instruct: 1. The department membership in safe and pertinent fire fighting techniques. 2. Th~ sa~e use and care of deparL~t~nm equi~,ment 3. The operation and use maintenance of department apparatus 4. In other activities as assigned by the chief He must also have the ability to plan and conduct long training activities. He must also maintain records on individuals and department training activities. term Personal Requirements: 1. Have a valid Idaho Drivers License 2. Be a high school graduate or equivalent 3. Be clean shaven for sealing of self contained breathing apparatus. 4. Reside within the city limits of Chubbuck or meet this requirement within ninety (90) days after employment. Maintenance/Training Position Requirements September 9, 1987 Page 2 The working'hours for the position will be as follows: Monday 0800-1700 hours Tuesday Wednesday Thursday Friday *Saturday 0800-1700 hours 1300-2200 hours 0800-1700 hours 0800-1700 hours 0800-1700 hours *This is the third Saturday of the month when this day is worked the following Monday will be taken off. Ail applications and resume shall be turned in to the Fire Chief of Chubbuck not later than Wednesday September 16th at 2000 hours. The top four candidates shall have personal interviews on Friday, September 18th, 1987 starting at 1600 hours. The selection of the successful, candidate will be made not later than Wednesday, September 23rd at 1700 hours. Employment will begin October 1, 1987. Should a qualified employee not be found within the membership of the Chubbuck Fire Department by the September 23rd date, the job shall be advertised by means of the news media.
