COUNCIL MEETING MINUTES
October 13, 1987
Minutes of a regular meeting held in the city municipal building,
October 13, 1987.
Present: Mayor John O. Cotant, Jr,, Councilmembers Becky A. Hopkins, Leroy S.
Quick, Steven M. England, Attorney B. Lynn Winmill, Engineer Steven M. Smart
and City Clerk Ron C. Conlin. Councilman Boyd L. Fullmer was excused.
Meeting was called to order at 7:30 p.m. by Mayor Cotant.
INVOCATION was given by Pastor Stephen R. Yadon, New Life Pentecostal Church.
APPROVAL OF MINUTES - Mayor Cotant asked for corrections and additions to the
minutes of September 22, 1987.
Councilwoman Hopkins moved to approve the minutes of September 22, 1987 as read.
Councilman Quick seconded. All councilmembers present voted in favor of the
motion.
PUBL!C HEARING - Proposed changes in the City's Comprehensive Plan to provide
more definitive standards and criteria for making Land Use & Development
Commlssfon decisions.
Mayor Cotant declared the public hearing open.
Mayor Cotant asked if anyone wanted to speak in support of, or in opposition
to the proposed changes in the city's comprehensive plan. There being no
comments, Mayor Cotant declared the public hearing closed.
Mayor Cotant asked for comments from the council.
The section on restrictive covenants is permissive, but not mandatory. This
gives the city one more thing we can look at, but does not mean we have to
follow, if there are over riding considerations. There is not an obligation
to require that all restrictive covenants be looked at.
Councilwoman Hopkins moved to adopt the changes in the comprehensive plan
recommended by the Land Use & Development Commission. Councilman Quick
seconded. Roll Call Vote: Hopkins, yes; Quick, yes; England, yes; Fullmer,
absent.
RESOLUTION #4-87 - Designates a suitable polling place for the conduct of the
city election and appoint Election Judges and Election Clerks for the City
election November 3, 1987.
Councilman England moved to adopt Resolution #4-87 as read. Councilwoman
Hopkins seconded. All councilmembers present voted in favor of motion.
CLAIMS - Computer print-out and handcheckclaimspresented to Mayor Cotant and
Council.
After discussion Councilman England moved to approve the computer print-out
and handcheck claims as read. Councilwoman Hopkins seconded. All councilmembers
present voted in favor of motion.

GENERAL DISCUSSION -
1)
Engineer Smart statedRc~dn~yParrish approached him, and said he has received
an offer on the property north of the City Offices~a~d~!would like to
know what the Citys plans are..After discussion it was decided Engineer
Smart will tell Rodney Parrish to sell the property if he gets an acceptable
offer~
2)
Councilman Quick reported the Police Department is not going to proceed
with the Dog Program this year. The grant monies will be returned.to
the State of Idaho.
3)
Councilwoman Hopkins said she had heard a report that Pueblo, Colorado
has had success with their economy and financially. Mayor Cotant stated
he would find the article and see what some of their ideas are.
At 7:55 p.m., Councilman England moved, Councilman Quick seconded, with full
council approval to adjourn the meeting.
