HomeMy WebLinkAbout05 12 1987 CMCOUNCIL MEETING MINUTES May I2, 1987 75 Minutes of a regular meeting held in the city municipal building, May 12, 1987. Present: Mayor John O. Cotant, Jr., Councilmembers Leroy S. Quick, Steven M. England, Boyd L. Fullmer, Engineer Steven M. Smart and City Clerk Ron C. Conlin. Councilwoman Becky A. Hopkins was excused. Meeting was called to order at 7:30 p.m. by Mayor Cotant. APPROVAL OF MINUTES - Mayor Cotant asked for corrections and additions to the minutes of April 28, 1987. Councilman Fullmer moved to approve the minutes of April 28, 1987 as read. Councilman Quick seconded. All councilmembers present voted in favor of the motion. BUS!NESS LICENSE APPLZCATION - Virginia McCloskey, Sam's Zce Cream, 555~ Pershing has applied for license to sell ice cream in a vending car on city streets. Councilman Fullmer stated there have been no complains or problems from last years approval. After discussion Councilman Quick moved to approve a business license to Virginia McCloskey dba Sam's Ice Crea~ to sell ice cream. Councilman England seconded. All ~councilmembers present voted in favor of motion. PROPOSED LOCAL IMPROVEMENT DISTRICT - COUNTRY ACRES SUBDIVISION.- At the April 28, 1987 Council Meeting City Clerk Ron Conlin was asked to prepare an accurate count of the yes votes on the LID Petition presented by Todd & Marsha Taylor. Mayor Cotant reported there was 38~% in favor of the Local Improvement District in Country Acres Subdivision:after the count of the petition. Attorney Winmill stated there are two way to initiate the organization of a LID: 1) Petition by 60% of resident owners of property. 2) Resolution of the majority of Council. Mayor Cotant asked for a motion to initiate an LID in Country Acres Subdivision. There being no motion, the decision was to not pursue creation of a Local Improvemen District at this time. Councilman England stated the LID was a good idea and was presented to the Council in a positive way, but, without the 60%, it would be hard for him to vote for the LID, unless it was required in all areas of the City. BUSINESS LICENSE APPLICATION - Dennis K. Haskett, Computer Home Study Course 1266 W. Eldridge, Pocatello has applied for a business license to sell com- puter home study courses door to door in the City of Chubbuck. Mr. Haskett was present to explain his plans. Councilman England moved to approve a business license to Dennis Haskett to sell Computer Home Study Courses door to door in the City of Chubbuck. Council- man Fullmer seconded. All councilmembers present voted in favor of motion. 77 REPORT FROM ANIMAL CONTROL OFFICER - SIGNE PETERSON - Signe asked Mayor Cotant and Council to lower the dog licenses for Fiscal Year 1987-88. The cost of a dog license at this time is $3.00 for neutered or spayed and $5.00 if not. after 60 days the licenses double. Discussion charging the current price for the first year, then lowering the price the following years if they are licensed~on a yearly basis. Discussion about getting the dog licenses on computer. After considerable discussion it was decided to leave the dog licenses at the current price, and~ get the dQg licenses on the computer in numerical order. BURNSIDE L1D - REPORT BY ATTORNEY WINMILL - Attorney Winmill reported the Parrish Co. is considerably delinquent on their portion of the Burnside Local Improve- ment District. The portion of the delinquencies from 1981 through 1984 was certified with Bannock County and we will be paid for that this year, or they will losez the property. Attorney Winmill reported Sue Parrish called, and will come to the City Offices, and redeem before July 1, 1987 Attorney Winmill gave a report on what steps should be taken if Parrish Co. does not redeem on time. Attorney Winmill reported there was a problem when the Little Tree Inn sold a tract of land to Pizza Hut, Pizza Hut was concerne~what would happen if the Little Tree Inn did not pay their portion of the Burnside LID. Since then, the 1987 Legislature passed a law, that says they can divide the LID payment. The Little Tree Inn has to petition the City Council they are dividing the property and would like the payments segregated. Attorney Winmill has advised th~i'~ attorney of the new law. ANNOUNCEMENT - Joint-Cities-County Meeting, noon, Tuesday, May 19, 1987 at Room 214 Bannock County,Court House. CLAIMS - Computer print-out and handcheck claims presented to Mayor Cotant and Council. Councilman Fullmer moved to approve the computer print-out and handcheck claims as read. Councilman Quick seconded. All councilmembers present voted in favor of motion. GENERAL DISCUSSION - 1) Discussion about apartment and] mobile home owners raising rent on their tenants when City of Chubbuck raises water, sewer or sanitation rates. 2) Councilman Fullmer suggested the memos sent to department heads on complaints or questions be returned to City Clerk Ron Conlin so he can mail to Council- members on a weekly basis, 79 GENERAL DISCUSSION - (Cont.) 3) Street patching in Country Acres]Subdivision is really appreciated. Discussion about the lo~e~ gravel,~and how long after laid down~ will it cure out. Engineer Smart said it Would take two to three weeks~to cure. 4) Councilman Quick reported the sidewalk onChas~in Drive cannot be walked on because of the lilacs hanging over the walkway. At 8:33 p.m., Councilman Fullmer moved to go into executive session meeting to discuss personnel matters as authorized by Idaho Code 67-2345 (b). Councilman Quick seconded. 100% of Council present voted in favor of motion. Councilman Quick gave a report on personnel in the Police Department. No decision or final action was taken. At 8:40 p.m., Councilman England moved to adjourn from executive session meeting to regular meeting. Councilman Fullmer seconded. All councilmembers present voted in favor of motion. At 9:12 p.m., Councilman Fullmer moved, Councilman Quick seconded, with full council approval to adjourn meeting. Ron C. Conlin, City Clerk
