COUNCIL MEETING MINUTES
February 24, 1987
Minutes of a special council meeting held in the city municipal building,
February 24, 1987.
Present: Mayor John O. Cotant, Jr., Councilmembers Becky A. Hopkins, Leroy S.
Quick, Steven M. England, Engineer Steven M.~Smart and City Clerk Ron C. Conlin.
Councilmember Boyd L, Fullmer was excused. Attorney B. Lynn Winmill was
present after 7:15 p.m.
Meeting called to order at 6:45 p.m. by Mayor Cotant.
PURPOSE OF SPECIAL MEETING is consideration of: 1) Approval of minutes of February
10, 1987. 2) Enforcement of Ordinance #255 - Regulating parking of vehicles
on certain days. 3) Joint application for Energy Conservation Grant-Engineer
Steve Smart. 4) Sewer Utility Rates-Engineer Steve Smart. 6) Approval of
Computer print-out & Handcheck claims.
APPROVAL OF MINUTES ~ Mayor Cotant asked for corrections and additions to the
minutes of February 10, 1987.
After discussion Councilwoman Hopkins moved to approve the minutes of February
10, 1987, with a change on Page 19 - Paragraph 2 changing the word "excellent" to
"informative". Councilman England seconded. All councilmembers present voted in
favor of motion.
ENFORCEMENT OF ORDINANCE #255 - Regulating parking of vehi:cles on certain days and
providing for payment of parking violations.
Councilwoman Hopkins expressed concern that an Ordinance had been adopted, with-
out being enforced.
Councilwoman Hopkins stated she had received several complaints from residents
in her subdivision, and throughout the City,~saying they would like the ordinance
enforced.
After discussion, it was decided Mayor Cotant would prepare the spring letter to
residents and remind them of Ordinance #255, that the ordinance will be enforced
with warning tickets for approximately two months, after the two months,'
~i~l~ors~ill'be i~ed cit~ti~ons~ The council requested the Mayor's Letter
explain the reasons for implementation of the ordinance. City Staff was asked
to get a copy of Idaho Falls snow ordinance for review,by the aouncil.
CLAIMS - Computer print-out and handcheck claims presented to Mayor Cotant and
council.
After discussion Councilwoman Hopkins moved to approve computer print-out and
handcheck claims as read. Councilman England seconded. All councilmembers present
voted in favor of motion.
SEWER UTILITY RATES - Engineer Steve Smart passed to Mayor Cotant and Council a
sewer utility spreadsheet for review.
Discussion about fund balance increases and decreases since 1982.

After reviewing the Summary of Revenue and Expenditures sheets from 1982-1986
the council was in concensus that a raise in the sewer charges is required.
After discussion it was decided the council would review the spread sheets
passed to them and discuss the sewer rate increase at the March lOth, 1987
Council Meeting.
At 7:28 p.m., Councilwoman Hopkins moved, Councilman England seconded, with full
council approval to adjourn meeting.

CALL OF SPECIAL MEETING
CITY OF CHUBBUCK
Pursuant to Idaho Code Section 50-604, the undersigned
Mayor of the City of Chubbuck, Idaho, hereby calls a special
meeting of the City Council~to be held at the Chubbuck~City~
Municipal Building, 5160 Yellowstone Ave., at the hour of :
6:30 p.m., on the 24th day of February, 1987. The object' ~
of the special meeting is consideration of: 1) Approval of
minutes of February 10, 1987. 2) Enforcement of Ordinance #255 -
Regulating parking of vehicles on certain days and providing for
payment of parking violations. 3) City personnel policy.
4) Joint application for Energy Conservation Grant-Engineer
Steve Smart. 6) Sewer Utility Rates-Engineer Steve Smart.
6) Approval of Computer print-out and handcheck claims.
7) Discussion about goal setting.
