Present: President of Council Boyd L. Fullmer, Councilmembers Becky A. Hopkins, Leroy S. Quick, Steven M. England, Engineer Steven M. Smart and City Clerk Ron C. Conlin. Mayor John O. Cotant, Jr. and Attorney B. Lynn Winmill was excused from the meeting. Meeting called to order at 7:30 p.m. by President of Council Boyd L. Fullmer. INVOCATION was given by Bishop Dennis M. Dye, 31st. Ward, Church of Jesus Christ of Latter-Day Saints. APPROVAL OF MINUTES - President of Council Fullmer asked for corrections and additions to the minutes of January 27, 1987. Councilman England moved to approve the minutes of January 27, 1987 as read. Councilman Quick seconded. Roll Call Vote: Hopkins, abstained; England, yes; Quick, yes; Fullmer, yes. CATERING PERMIT - Application has been made for a liquor catering permit by the Pressbox to cater a Idaho State University event at the Little Tree Inn, 133 Burnside Ave, on February 20, 1987 from 1:00 p.m. to 1:00 a.m. CQuncilman England moved to approve a catering permit to the Pressbox for an ~SU event to be held on February 20, 1987 from 1:00 p.m. to 1:00 a.m. at the Little Tree Inn. Councilman Quick seconded. All councilmembers voted in favor of the motion. CATERING PERMIT - Application has been made for a liquor catering permit by the Pressbox, 1257 Yellowstone Ave. to cater a Northern Arizona University event at the Little Tree Inn, 133 Burnside, on February 21, 1987 from 1:00 p.m. to 1:00 a.m. Councilwoman Hopkins moved to approve a catering permit to the Pressbox for a Northern Arizona University event to be held on February 21, 1987 from 1:00 p.m. to 1:00 a.m. at the Little Tree Inn, 133 Burnside Ave. Councilman England seconded. All councilmembers voted in favor of the motion. CATERING PERMIT - Application has been made for a liquor catering permit by the Pressbox, 1257 Yellowstone Ave. to cater Real Estate Meetings at the Little Tree Inn, 133 Burnside on February 27 & February 28, 1987 from 4:00 p.m. to 1:00 a.m. each day. Councilman Quick moved to approve a catering permit to the Pressbox to cater Real Estate Meetings February 27 & February 28, 1987 from 4:00 p.m. to 1:00 a.m. each day at the Little Tree Inn, 133 Burnside Ave. Councilman England seconded. All councilmembers voted in favor of the motion. PROCLAMATION - VOCATIONAL EDUCATION WEEK - President of Council Boyd Fullmer read the proclamation in full. Councilman Quick moved to direct Mayor Cotant to proclaim February 8th through February 14, 1987 as Vocational Education Week. Councilman England seconded. All Councilmembers voted in favor of motion. 19 BUSINESS LICENSE APPLICATION - Charles F. Homier, Jr, Homier Distributing Co. has applied for a bus~ness license to sell tools & related hardware, stereo electronics at the Little Tree Inn, 133 Burnside on April 30, May 1, 2, and 3rd., I987. Homier Distributing Co. sent a letter with their application stating that due to distance problems, it would be impossible for them to attend the meeting to answer any questions that might arise from the application, but~they sent an?~jte1-P, eort,.~letter explaining their plans. After:discussion Councilman England moved to approve a business license to Homier Distributing Co. subject to the Police Department reviewing their plans upon their arrival and they come to the Chubbuck City Offices to pick up their license. Councilman Quick seconded. All councilmembers voted in favor of motion. Councilmembers asked City Clerk Ron Conlin to send Homier Distributing Co. a letter advising them of the City Council's decision to grant them a business license to sell tools, etc. at the Little Tree Inn on April 30, May 1, 2, and 3rd. 1987~and compliment them on the letter they sent explaining their operation. ALTERNATIVE ENERGY LOAN PROGRAM - REPORT BY ENGINEER STEVE SMART.- Engineer Steve Smart gave a report on the Alternative Energy Loan Program. After discussion it was the concensus of the Council to have Engineer Smart pursue with the City of Pocatello in applying for the Alternative Energy Loan Program in the amount of $500,000.00. The Council felt there would have to be guidelines on the percentage of the funds that go to each of the cities:for disbursements. The application will be returned by weekending February 15, 1987. CLAIMS - Computer print-out claims have been presented to the Council for approval. After discussion Councilman Quick moved to approve the claims as read. Council- woman Hopkins seconded. All councilmembers voted in favor of motion. GENERAL DISCUSSION - 1) Councilman England gave a report on progress of the Chubbuck Recreation Program. Registration times for Chubbuck Boys Baseball: February 14th, February 21, February 28 and March 7, 1987 - 9:00 a.m. to 12 noon at Chubbuck City Offices. Chubbuck Recreation Director Dave Sherman asked Larry Miller to make signs to put on side of read,advising residents of registration times. Councilman England stated 3 league presidents have been chosen. Councilman England stated Mr.'Sherman is aware he will be working with Larry Miller this year. Councilman England said the Chubbuck Recreation Program should run a lot smoother this year. 2) Engineer Smart reported Rodney Parrish is interested in selling the lot to the north of the City Offices. Mr, Parrish has been in contact with Engineer Smart and told him he would like Mayor Cotant and Council to make an offer on the land. After discussion it was the Council's dec~s~onst~,have~Engineer S~art~oceed~w~th~egotia~fl~'~with Mr. Parrish. 3) ¥oung's Sign Co. presented a drawing to Engineer Smart showing a Reader Board that could be installed in front of the City Offices to help with the publishing of messages the City would like to get to the residents. The Council felt it was a good idea and asked Engineer Smart to get quotes. 21 GENERAL BUSZNESS - (Cont,) 4) Councilwoman Hopkins questioned whether or not Ordinance #255 - Regulating the parking of vehicles within theCi~y:during business hours is being enforced. After discussion it was decided to discuss at the February 24, 1987 Council Meeting. 5) City Clerk Ron Conlin was asked to include "Goal Setting" on the February 24, 1987 Council Meeting Agenda. CITY PERS0NNEL POLICY - Engineer Smart discussed the City.Bersonne] Bul}cy,.including all changes.discussed in ~he January meeting~with the Council. Engineer Smart asked the Council to review any questions or changes they might suggest and present at the February 24, 1987 Council Meeting.
