HomeMy WebLinkAbout01 27 1987 CM11 COUNCIL MEET!NG MINUTES January 27, 1987 Minutes of a regular council meeting held in the city municipal building, January 27, 1987. Present: Mayor John O. Cotant, Jr., Councilmembers Leroy S. Quick, Steven M.. England, Boyd L. Fullmer, Attorney B. Lynn Winmill, Engineer Steven M. Smart and City Clerk Ron C. Conlin. Councilwoman Becky A. Hopkins was excused. Meeting called to order at 7:30 p.m. by Mayor Cotant. APPROVAL OF MINUTES - Mayor Cotant asked for corrections and additions to the minutes of January 13 and Special Meeting Minutes of January 20, 1987. Councilman Fullmer moved to approve the minutes of January 13, 1987 as read. Councilman Quick seconded. All councilmembers present voted in favor of motion. Councilman Quick moved to approve the minutes of a Special Meeting held on January 20, 1987 as read. Councilman Fullmer seconded. All councilmembers present voted in favor of the motion. LANDSCAPE ORDINANCE - Mayor Cotant asked if there had been comments received in regards to the ordinance. There have been no comments from residents or businesses. Mayor Cotant asked for comments from the Council. Engineer Smart suggested the following revisions: 1) Page 2, Section 18.14.020 -"heavy" should be deleted from sentence. 2) Page 4, E -"One tree shall be planted every 200 square feet of interior landscaping!!. 3) Page 3, 1 - Last word on page should read surfacing, instead of paving. Attorney Winmill said with any subsequence change in the ordinance the Council will be required to hold a public hearing-before the ordinance is adopted. After discussion it was decided to advertise for a public hearing to be held on February 24, 1987. CITY PERSONNEL POLICY - After discussion it was decided Attorney Winmill would re- draft the City Personnel Policy and get the new draft copy to the Councilmembers by Monday, February 2, 1987. The City Personnel Policy will be discussed at the February 10, 1987 Council Meeting. CHUBBUCK PRIDE REPORT BY DEBRA ELLIS - Debra Ellis, Chubbuck Pride Chairwoman was present to give a report of activities by the Chubbuck Pride Committee. Mrs. Ellis gaves names of individuals in the City of Chubbuck that would like to be involved with the Chubbuck Pride Committee; Vola Eldridge, Mark & Mary Bunce, Sherma Nelson, John Scott and Councilman Boyd Fullmer. Mrs. Ellis stated she felt this would be a good combination of residents to serve on the Chubbuck Pride Co~lmittee. Mrs. Ellis gave a report on projects the Chubbuck Pride Committee would like to do this year. 1) Send a welcoming letter to new businessesofrom the City, with information~ about the City, and asking them to use Chubbuck as their address. 13 .. CHUBBUCK PRIDE REPORT BY DEBRA ELLIS - (Cont.) 2) Sending a letter to businesses in Chubbuck thanking them for using Chubbuck as their addresses. 3) Sending letters to businesses that are not using Chubbuck as their address and reminding them their business is in Chubbuck. 4) Sending a letter to the Chamber of Commerce reminding them the City of Chubbuck is here~and ask them to include the City of Chubbuck in their program. Discussion about putting pressure on Congressman and Senators to help get a main Post Office in the~City of Chubbuck. FIRE DEPARTMENT REPORT 1986 was given by Fire Chief Cary Campbell, relating past accomplishments and presented future goals of the Chubbuck Fire Department. CABLE COMMISSION REPORT - Cable Commission Member Mary Harker was present to report on Cable Commission Meeting. Mrs. Harker passed to Mayor Cotant and Council the Pocatello-Vision 12 Program- ming Policy. Mrs. Harker reported there is a new Cable Commission, with the new Cable Commission Chairman being, George Brown. The Cable Commission meets the 4th Tuesday of every month. Discussion about getting the cable line to Chubbuck School. Cable Commission Members: Chuck Thomas, Robert Mills, Gordon Howe, Kim Loveland- and Dexter McBride. Mrs. Harker felt this is a very good Commission. EARL & PEGGY ELLIS CLAIM - A subrogate claim has been presented to the City of Chubbuck by Earl & Peggy Ellis's insurance company-in regards to a water damaged mobile home trailer. At the February 25, 1986 Council Meeting the Council directed the City Clerk to turn the claim to the City Znsurance Co. There has been no activity on the claim until now. Attorney Winmill felt that since 180 days have passed, ~he subrogate~claim should be barred. After discussion it was decided the Council would not take action-on the claim at this time. CLAIMS - Computer print-out and handcheck claims presented to Mayor Cotant and Council. After discussion Councilman England moved to approve computer print-out and handcheck claims as read. Councilman Quick seconded. All councilmembers present voted in favor of motion. 15 TANABE LAND AGREEMENT - Attorney Winmill reported he had two of the three signed agreements back. The remaining agreement should be here this week. The ~eVi~ed Tanabe Land Agreement includes an additional year for payment. Councilman England moved to radify Mayor Cotant's prior decision to reach an agreement with parties interested for the three year lease term, and authorized Mayor Cotant to execute the lease on behalf of the City of Chubbuck. Councilman Fullmer seconded. All Councilmembers present voted in favor of the motion. GENERAL DISCUSSION - 1) 2) Engineer Smart reported to the Council a possible solution to the hazard of foul balls hitting spectators at the Cotant ParK baseball fields. Councilman Fullmer stated he received several concerns from residents in regards to comments in the Idaho State Journal regarding a street fee. Engineer Smart is in the process of looking hard at different kinds of pave- ment management systems that would fit the needs of the City. Engineer Smart will report his findings]to the Council. 3) Councilman Quick reported the Police Department has pursued information on the dog program they would like to implement in the department. Councilman Quick said they have found a grant that will fund 50% of the costs of the program. After discussion it was decided Officer Brian Emfield will present what he has found on the program to Mayor Cotant and Council.
