Minutes of the Land Use and Development Commission held at Chubbuck City Office, 5160
Yellowstone; November 8, 2007.
Present: Chairman Pete Anderson; Commission Members: Jason Mendenhall, James Ebom,
Michelle Christy, Ron Horner, Morris Kinghom, Rodney Burch; City Staff. Steve Smart and
Larry Kohnsopp; Secretary Myrna Crapo
Chairman Anderson asked if anyone had a conflict of interest of any of the items on the agenda.
There were none.
Chairman Anderson asked for approval of the minutes for the meeting of September 4, 2007.
Morris Kinghom moved to approve the minutes with Michelle Christy seconding; all voted in
favor.
PUBLIC HEARING:
1. An application by Alpine Animal Hospital, 4000 Yellowstone, Pocatello, Idaho for a
Change of Land Use District from Limited Family Residential (R -2) to Industrial (I).
Property is located at 4600 Block of Burley Avenue, SW corner of Burley and E. Linden
Matt Dredge, 645 Alpine, stated what they wanted to build was an animal hospital.
Meeting was opened for public comments, there was no public comments; so the public
hearing was closed and brought to the commission.
Jason Mendenhall moved to recommend to the city council approval of the application by
Alpine Animal Hospital, 4000 Yellowstone, Pocatello, Idaho for a change of Land Use
District from Limited Family Residential (R -2) to Industrial (I). Located at 4600 block of
Burley Avenue, SW corner of Burley and East Linden; Ron Horner seconded. Roll call
vote: Rodney Burch, yes; Jason Mendenhall, yes; James Ebom, yes; Michelle Christy,
yes; Ron Horner, yes; Morris Kinghom, yes; Pete Anderson, yes.
2. An application by City of Chubbuck, 5160 Yellowstone to annex the street Right -of -Way that
was inadvertently missed due to the legal description being in error on West Chubbuck Road
bordering Brookstone Estates south boundary. The property is zoned Single Family Residential
(R -1).
Steve Smart, PWD, City of Chubbuck, explained the reason why we were considering
this item. When it was plated it was dedicated to the city; but it wasn't annexed.
The meeting was opened for public comment, there was none, the meeting was closed
�` and brought back to the commission for their discussion.

Morris Kinghom moved to recommend to the city council that they approve this
additional annexation of the city of Chubbuck on this piece of property as delineated on
the plat at this time; seconded by Ron Horner. Roll call vote: Rodney Burch, yes; Jason
Mendenhall, yes; James Ebom, yes; Michelle Christy, yes; Ron Horner, yes; Morris
Kinghom, yes; Pete Anderson, yes.
GENERAL BUSINESS:
Darris Ellis: Would like the Land Use Commission opinion on a Urban Service Boundary
change facilitate the Annexation and Zoning of 40 acres north of the existing Homestead
Estates, west of Espie Subdivision, and south of Siphon Road.
Darris Ellis, 4470 Wasatch, the L.D.S. church has approached him for a church site on
part of this 40 acres of ground. The Church would like to have a access to Siphon Road.
He was here to get a feel of how the City felt about it before proceeding.
The commission discussed:
1. Why the need for an additional church in the area.
2. Are they going to build this building soon.
3. The city is interested in this project; but we need to hold firm until there is
sewer capacity there.
Terry Bradshaw, L.D.S. Church, The existing buildings are at capacity; so they are trying
to plan ahead. Mr. Bradshaw informed the commission what they were trying to
accomplish.
