HomeMy WebLinkAbout010-2-07v LAND USE AND DEVELOPMENT COMMISSION October 2, 2007 Minutes of the Land Use and Development Commission held at Chubbuck City Office, 5160 Yellowstone; October 2, 2007. Present: Acting Chairman Jason Mendenhall; Commission Members: Rodney Burch, James Ebom, Michelle Christy, Shawna Elzner, Morris Kinghom, Deloy Stuart, Ron Horner; City Staff: Steve Smart and Sean Harris; Secretary Myrna Crapo Chairman Mendenhall asked if anyone had a conflict of interest of any of the items on the agenda. There were none. Chairman Mendenhall asked for approval of the minutes for the meeting of September 4, 2007. Morris Kinghom moved to approve the minutes with Rodney Burch, seconding; all voted in favor. PUBLIC HEARING: 1. An ordinance by the City of Chubbuck adopting section 16.16.140 to require each construction site to provide toilet facilities; adopting section 16.161.150 to require each construction site to have adequate refuse collection facilities; amending certain provisions r for landscaping in chapter 18:14. Steve Smart, PWD, 5160 Yellowstone, we have discussed this in two meetings and some changes were made as recommended by the Land Use commission. Mr. Smart reviewed the changes that had been made. The city council is considering a similar ordinance for title 15 relating to toilets at building sites and garbage containers at building construction sites. The commission discussion: 1. Is the size of the development a factor in what is needed. 2. Minimum requirements of a three yard dumpster The public hearing was opened. There were no comments so the public hearing was closed and brought back to the commission for discussion and a motion. Morris Kinghom moved that we recommend to the city council the city ordinance for the City of Chubbuck as proposed for 16.16.140, 16.16.150 and 18.14.010 a,b,and c, that 18.14.20 and a. b. and c. as delineated at this time. Ron Horner seconded: Roll call vote: Rodney Burch, yes; Deloy Stuart, yes; James Ebom, yes; Morris Kinghom, Ron Horner, yes; Michelle Misner, yes; Shawna Elzner, yes; Jason Mendenhall, yes. Land Use and Development Commission October 2, 2007 Page 2 1. An application by Randon & Elizabeth Renzello, 4464 Deer Avenue, Chubbuck, Idaho, for a Preliminary Plat for Renzello Subdivision. Property is located east of 520 Homestead and west of 5241 Hawthorne. Randon Renzello, 4464 Deer Avenue, their lot ratio is not in conformity with city ordinances. They want to build a home and make use of the property for their use. He wants to use the four feet as part of the easement. They want to be building in the spring. The home would be similar to setbacks of existing homes. The commission discussed: 1. They were waiting for this process to build their home. 2. Whether the ground could be divided again. The public hearing was opened for public comment. There were none. The public hearing was closed and brought back to the commission for discussion and a motion. Morris Kinghom, moved to recommended that the Ronzello Subdivision plat be approved and recommended to the city council with the stipulation that this discrepancy e in the east/west boundary of the Kay subdivision and Ronzello be resolved before final approval by the City Council.
