Present: Chairman Pete Anderson; Commission Members: Rodney Burch, Mary Harker, Jason Mendenhall, Michelle Christy, Deloy Stuart; Attorney: Tom Holmes; City Staff: Larry Kohntopp; and Secretary Myrna Crapo. Chairman Anderson asked if anyone on the commission had a conflict of interest. There was none. Chairman Pete Anderson asked for approval of the minutes for the meeting of March 6, 2007 Jason Mendenhall moved to approve the minutes as mailed with Mary Harker seconding; all voted in favor. PUBLIC HEARING: I An application by Paul Johnson, Rockwell Development, 2043 East Center, Pocatello, Idaho for annexation and zoning for residential subdivision, both R -1 and R -2 zoning as indicated by the legal descriptions and aerial map for property located North of n Chubbuck Road, West of Philbin and adjacent to Sunset West Subdivision. Mitchell Greer, 2043 E. Center Street, Rocky Mountain Engineering, He showed a map indicating where the development will take place. They want two different zoning one for twin homes and one for single family homes. The meeting was opened for public comment. Joshua Ellis, 527 Taylor Avenue, he recommended that they approve this. Kim Matkin, 11464 N. Rio Vista, his property boundary on the west end side of the one corner. He runs a golf driving range; and is concerned that a home built at the end of his property might be hit by someone using his golf driving range. Kim McKnight, 14319 W. Promise Lane, he lives at the top right hand corner by the canal. He has privacy now and wants to know how much intrusion he is going to have. Are they going to put a fence along the backside of the development. Mitchell Greer, They will have a park north of the canal. They will preserve the right of way along the canal. Their property will stop at the canal with an 80' buffer to the north. Land Use and Development April 3, 2007 Page 2 DeLoy Stuart moved to recommend to the city council that they approve the application by Paul Johnson, Rockwell Development, 2043 East Chubbuck, Pocatello, Idaho, for annexation and zoning for a residential subdivision, both R -1 and R -2 zoning. Property is located North of Chubbuck Road, West of Philbin and adjacent to Sunset West Subdivision. Mary Harker seconded the motion. Roll call vote: Rodney Burch, yes; Deloy Stuart, yes; Mary Harker, yes; Jason Mendenhall, yes; Michelle Christy, yes; Pete Anderson, yes. 2 An application by Paul Johnson, Rockwell Dev. 3533 Briar Creek Lane, Ammon, Idaho for a Preliminary Plat for Brookstone Estates Subdivision. Property is located North of Chubbuck Road, West of Philbin and adjacent to Sunset West Subdivision. Mitch Greer, they will connect into Chubbuck Road, there will be three collector streets to handle the traffic. The lots are larger than the minimum requirements. They are proposing pressurized irrigation systems. The park area is the divider for the twin home area. The twin homes will be one level ranch style. It is not intended to be a rental twin homes, but could be. Leigh Orr 14251 W. Chubbuck, The water from the collector streets will dump into his property. His house in the lowest in the area. He doesn't want he place to turn into a Chubbuck swimming pool with water running off the subdivision. Kim Matkin, 11464 Rio Vista, since there will be 49 home and 38 town houses on the I" phases; he wants to know how long each phase will be. Josh Ellis, 527 Taylor Avenue, he is in agreement with this development. Mitchell Greer, they have planned a round about up to the north of the development to control traffic. There will be a large storm water pond at the entry to the project. Mary Harker moved to recommend to the city Council approval of the application by Paul Johnson, Rockwell Dev. 3533 Briar Creek Lane, Ammon, Idaho for a Preliminary Plat for Brookstone Estates Subdivision. Property is located North of Chubbuck Road, West of Philbin and adjacent to Sunset West Subdivision. Deloy Stuart seconded. Roll call vote: Rodney Burch, yes; Deloy Stuart, yes; Mary Harker, yes; Jason Mendenhall, yes; Michelle Christy, yes; Pete Anderson, yes. TABLED ITEM: 3. An application by the Alpine Animal Hospital, 4000 Yellowstone Avenue, for a Veterinary Clinic and Business Park Development: Conditionally permit a veterinary clinic, revise the P.U.D. and Preliminary Development Plan, (narrative), replat the alterations to the original plat for property at 147 W. Chubbuck Road. Property is zoned Commercial P.U.D (Planned Unit Development). Land Use and Development April 3, 2007 Page 3 This item was with drawn by Alpine Animal Hospital. DISCUSSION: 4. Proposed Amendments to Noise Control Sections of the City Code The commission discussed: 1. It is an ordinance that we need Jason Mendenhall moved to take the changed noise ordinance section of the city code to public hearing for the next meeting. Michelle Christy seconded. All voted in favor. 5. Secondary Pressurized Irrigation Systems Chairman Anderson felt that the design specification needs to be designed by a professional. Jason Mendenhall moved to take the secondary pressurized irrigation system ordinance to our next meeting for public hearing. Deloy Stuart, seconded. All voted in favor. Chairman Anderson discussed the night sky ordinance. He had difficulty when he was in Sedona, Arizona to find the streets at night because there was no lights.
