HomeMy WebLinkAbout006-13-06LAND USE AND DEVELOPMENT COMMISSION June 13, 2006 Minutes of the Land Use and Development Commission held at Chubbuck City Office, 5160 Yellowstone; June 13, 2006. Present: Chairman Pete Anderson, Commission Members: DeLoy Stuart, Mary Harker, Rodney Burch, Michelle Christy, Gayle Anderson; City Staff: Larry Kohntopp; Attorney Tom Holmes and Secretary Kathy Christensen. Chairman Anderson asked for approval of the minutes of the meeting of May 2, 2006; Mary Harker moved to approve the minutes as mailed. Michelle Christy seconded, all voted in favor. PUBLIC HEARING 1. An application by Steven Lyle and Jason Lyle, 535 Gary, Pocatello, Idaho for a Preliminary Plat for Pheasant Ridge Commercial Subdivision. Property located on Hiline Road and Alamo Street Bryce Jolley, Harper- Leavitt Engineering, they will split the area into 4 commercial building lots. They have an existing water line. ^ The commission discussed: 1. Access to lots off Hiline. Chairman Anderson asked for any additional information from City Staff. Larry Kohntopp reviewed the notes on the city staff report: 1. The use of standard radius commercial approaches be required rather than the curb cuts shown. 2. A 15' easement be required along all street frontages, including Hiline Road, rather than the curb cuts shown. 3. The completion of Phase 1, Phase 2, and Phase 3 final punch list items be completed as a condition of approval. Chairman Anderson opened the meeting for public comments for or against the proposal. There was no public comment so the public hearing was closed and brought back to the commission for discussion. Land Use and Development Commission June 13, 2006 Page 2 The commission discussed: 1. The finishing of the punch list. 2. Adding the punch list to the motion Rodney Burch moved to recommend to the City Council approval of the preliminary plat for Pheasant Ridge Commercial Subdivision, with the notes as follows: 1. that the 12' easements be changed to 15' easements along all street frontages; 2. That the commonly shared curves have a standard radius commercial approach; 3. That prior to the approval of acceptance of the final plat that the punch list in Phase 1, 2, and 3, of Pheasant Ridge Town House must be completed. Mary Harker seconded. Roll call vote: Rodney Burch, yes; Mary Harker, yes; Deloy Stuart, yes; Michelle Christy, yes; Gayle Anderson, yes; Pete Anderson, yes. GENERAL BUSINESS: 1. Consideration of Brynwood Park subdivision (A county Subdivision) located north of Lea Avenue with 86 proposed lots. The commission discussed: 1. Other accesses need to be provided to the subdivision 2. NE corner between lots 71 and 72 would line up with Sunset West Our Recommendations to the county: 1. Another access be provided to the Subdivision 2. Utilities be put in according to Chubbuck Subdivision Ordinance Standards 3. Parking for the open space in the middle of subdivision 4.
