HomeMy WebLinkAbout001-3-06n LAND USE AND DEVELOPMENT COMMISSION January 3, 2006 Minutes of the Land Use and Development Commission held at Chubbuck City Office, 5160 Yellowstone, January 3, 2006. Present: Chairman Pete Anderson; Commission Members: Rodney Burch, Jason Mendenhall, Mary Harker, Shawna Elzner, DeLoy Stuart, Gale Anderson, Michelle Christy and Lee Merrill. City Staff: Steve Smart and Larry Kohntopp; Attorney Tom Holmes and Secretary Kathy Christensen. Chairman Anderson asked for approval of the minutes of the regular meeting on December 6', 2005 ; Jason Mendenhall moved to approve the minutes as mailed. Mary Harker seconded; all voted in favor. PUBLIC HEARING ITEMS - An application by Charlie Frasure, 102 Laurel lane, Chubbuck, Idaho 83202 for a preliminary plat for Frasure Industrial Park 3r Addition. Located on Brook Lane. No one was present to represent Mr. Frasure. Mary Harker moved to table this motion item # 1 for Charlie Frasure, 102 Laurel Lane, Chubbuck, Idaho for a preliminary plat for Frasure Industrial Park 3' addition located on Brook Lane. Michelle Christy seconded. All voted in favor. 2. An application by the City of Chubbuck to change the Comprehensive Plan to include proposed Homestead Estates Subdivision, Phase II. Property is located west of Dell Road, north of recently annexed Homestead Estates Subdivision Phase I. Steve Smart said this annexation needs to be completed by the City by March 1, 2006 in accordance with the development agreement executed for the first phase. Construction of the bridge is hinged on this annexation agreement. The change in the comprehensive plan is necessary because of the request for annexation. The commission discussed: 1. If the comprehensive plan and service boundary had been changed to include all 40 acres. Steve states the first 20 acres has been approved but we need to approve the second 20. The meeting was open for public comment. Glen Cranor, 617 Dell. He asked if the study has been completed on all of this. Steve stated the sewer study accounted for everything being fully developed in all parts of the city. 0 n Land Use and Development Commission January 3, 2006 Page 2 Gene Pickens, 5333 Hawthorne, whatever become of the strip of ground that was deeded for the Dell Irrigation Association. Steve Smart states he has no idea. Mr. Pickens asked that it be looked into. Chris Seals, 573 Dell. If there is maximum allowed on this area. Tom Holmes states 100 homes consensus is what is in the annexation agreement. The public hearing was closed and brought back to the commission. The commission discussed: 1. Whether we need a plat to make this change. 2. The study was done for both 20 acres. 3. The city would like a bridge across the canal. Deloy Stuart moved to recommend to the City Council approval of the comprehensive plan change to include Homestead Estates Subdivision, Phase II. Property is located west of Dell Road, north of recently annexed Homestead Estates Subdivision Phase I. An application by M. Daniel Bull, 3408 W. Portneuf Road, Inkom, Idaho for annexation and a zone change to (R -1), Single Family Residential. Property is currently zoned, Bannock County Agricultural. Property is located west of Dell Road, north of recently annexed Homestead estates Subdivision, Phase I, (20 acres). Mitchell Greer, Rocky Mountain Engineering, presented a map showing the whole piece of property and what they proposed. All the property will be developed. Chris Seals, 573 Dell, asked about an access to Siphon Road. They are not putting an access into Siphon. Norris Brown, 640 Dell Road. He is opposed to putting 50 houses in a 20 acre area. He would like to see continuing development out from Dell road have 3/4 acres lots. The public hearing was closed and brought back to the commission. The commission discussed: 1. GENERAL BUSINESS 4. Discussion on proposed ordinance - Amending Section 18.12.060: "Restrictions in a (C -1), Limited Commercial zone. This was passed last month. 5. Discussion on proposed ordinance - Amending Section 18.20.060 to clarify open space uses and requirements for residential and on residential planned unit developments. Attorney Tom Holmes passed out the corrected ordinance to the commission for discussion. Tom discussed the changes. No further discussion. Jason Mendenhall made a motion to take amended section 18.20.060 to a public hearing at our next scheduled meeting. Mary Harker 2 " All voted in favor.
