HomeMy WebLinkAbout010-18-05 Study Session.-° CITY OF CHUBBUCK LAND USE AND DEVELOPMENT COMMISSION STUDY SESSION October 18, 2005 Minutes of the study session meeting of the Land Use and Development Commission held at Chubbuck City Offices, 5160 Yellowstone, October 18, 2005. Present: Chairman Pete Anderson; Commission Members: Jason Mendenhall, Mary Harker, Lee Merrill, Rodney Burch, Michelle Christy, Gayle Anderson, Shawna Elzner, Deloy Stuart; Attorney Tom Holmes; City Staff: Steve Smart and Larry Kohntopp; and Secretary Myrna Crapo. Chairman Anderson called the meeting to order at 7:00 pm. Request by J.H.S. Architects to reconsider having the hammerhead at the end of Patriot Street "opened" as a condition of the CUP for the Church Project. Mr. Randy Hayes representing J.H.S. they do not want to have that street opened, as they do not need it with the hammer head being there. They are worried about traffic from the neighborhood using it. Mary Harker made a motion that we clarify the motion made on June 7, 2005 that will define the opened sentence in this motion to mean open to pedestrian traffic and closed to vehicle traffic. Gayle Anderson seconded. All voted in favor. 2. Set back and height ordinance The city staff has had some comments on increasing it to 85' minimum for R -1. The commission discussed: 1. The present subdivision lot sizes. 2. Too large a home on too small of lot. 3. Five foot setbacks 4. Fire hazards because of the roof over hang 5. Change R2 height to 35'. 3. Discussion on an ordinance adding section 18.12.060, restrictions in a Limited Commercial (C -1) zone. The commission discussed: 1. A clarification on item #1. If it abuts to residential it can't be over 35 feet. 2. Using adjoining instead of adjacent. 3. Required setbacks on adjoining residential property /1 4. #2. The minimum front yard setbacks, as well as the minimum total lot width, shall not be less than the adjoining residentially zoned property unless conditionally permitted. 5. We have a shortage of affordable commercial property. 2. A lot of commercial is hindered because of no access for truck traffic. 3.
