STUDY SESSION
May 31, 2005
Minutes of the study session meeting of the Land Use and Development Commission held at
Chubbuck City Offices, 5160 Yellowstone, May 31, 2005.
Present: Chairman Pete Anderson; Commission Members: Mary Harker, Michelle Christy, Gale
Anderson, DeLoy Stuart, Lee Merrill, City Staff. Larry Kohntopp and Steve Smart; Attorney
Tom Holmes, and Secretary Myrna Crapo.
Chairman Anderson called the meeting to order at 7:00 pm.
1. A conditional use permit application by The Church of Jesus Christ of Latter Day Saints, 1133
Call Creek, Pocatello, Idaho for a conditional use permit for a church located east of Victory
Way and North of Patriot Street at Hartland Estates.
The commission discussed:
a. There will be two entrances into the development
b. Originally it was decided to only have one entrance.
c. Churches are conditionally permitted in any zone.
2. Application by Dennis & LesLee Stoddard and Ron & Rosanne Horner for a change in the
comprehensive plan map to eliminate the mixed use corridor along east Chubbuck Road.
Larry Kohntopp explained that text changes can be made any time. Map changes can only be
done every 6 months.
Larry passed out maps showing the proposed area to be changed. The definition of mixed use
was read from the comprehensive plan. The neighborhood design in the plan was also read.
The commission discussed:
a. The present allowed businesses for the area
b. The comprehensive plan designation
c. The interest of a day care going in the area.
3. Application by the City of Chubbuck to:
A. change the comprehensive plan to include the proposed Homestead Estates Subdivision.
The commission requested.
1. A summary of the J. U. B. study.
2. The Original analysis of J. U. B. Study.
B. Eliminate high density (HD) along Quinn Road and Hawthorne Road by the mall.
The commission discussed:
a. Whether the land Joining it should be mixed uses or commercial use.

Steve Smart presented to the Commission a change made on the proposed ordinance that will be
considered on June 7.
5. Ordinance by the City of Chubbuck add 17.12.235 Approval - Time Limit.
A time limit will be on the approval of the final plat. It will be valid for a 2 year period.
Meeting adjourned 8:05 pm.
