LAND USE AND DEVELOPMENT COMMISSION
October 19, 2004
Minutes of the special meeting of the Land Use and Development Commission held at Chubbuck
City Officdes, 5160 Yellowstone, October 19, 2004.
Present: Chairman Pete Anderson; Commission Members: Lee Merrill, DeLoy Stuart, Mary
Harker, Jason Mendenhall, Shawna Elzner, Rodney Burch, Michelle Christy; City Staff. Steve
Smart; Attorney Tom Holmes, and Secretary Myrna Crapo.
Chairman Anderson called the meeting to order at 7:00 p.m.
Chairman Anderson asked if any commission member had a conflict of interest. There were
none.
PUBLIC HEARING:
1. An application by Pheasant Ridge Development, Inc. 535 Gary, Pocatello, for a Preliminary
Plat for Pheasant Ridge Townhouses Phase III/IV. Property is located south of Pheasant Ridge
Drive.
Steve Smart; The city would like to have the road go through to Mountain Park Road for an
1 intersection. The city is trying to create an intersection there.
The Simplot surry line along the interstate won't allow them to plant trees on it. The easement
is 20' in width.
Scott Morrill, 1576 South, 3200 West, Logan, Utah, they agreed if the city came up with
something that they were not opposed to modifying this plan. They would be willing to work
with the city on the road. If it is necessary they will modify the buildings in that area.
2. Idaho Power (10') and Simplots (25') both have easements along the property. Simplots has
restriction on putting anything on their easement; especially trees, because of the potential to
damage the surry line. They needed to move their buildings north another 6' to keep off of this
easement. Idaho Power has agreed that if they can serve these residences through their facilities
it allows them to take down the old line that comes up the south.
Patio's will have to be modified also. Lawn would be over that easement and the home owners
association responsibility.
Sid Crookston, 185 W 560 South, Smithfield, Utah. They will put a vinyal fence in the back of
those house that are by the interstate.
They agreed to having trees in between the gaps and in the corners.
The meeting was opened to public, there was none. The public hearing was closed and brought
back to the commission for discussion.

The commission discussed:
1. The present units are well built
2. We need to have the Mountain Park Road intersection. It needs to be an absolute requirement.
3. Moving the trees between the patios in place of on the easement.
4. If we can get an intersection built it will be included in the design work for Hiline Road
Proj ect.
5. The common area location
6. Fencing along the interstate
7. The proposed Mountain Park Road extension
Mary Harker moved to recommend to the city council approval of the application of the Pheasant
Ridge Development, Inc. 535 Gary, Pocatello for the Preliminary Plat for Pheasant Ridge
Townhouses phase III /IV. That property being located south of Pheasant Ridge Drive: with the
additions:
1 The intersection being added and that all requirements be approved by the city staff.
2.The recommended fencing for this phase IIUIV be as agreed formerly
3.Trees be added in between the units on the south side of phase III/IV in between the units; and
on the southeast and southwest corner. DeLoy Stuart seconded. Roll call vote: Lee Merrill,
yes; DeLoy Stuart, yes; Mary Harker, yes; Jason Mendenhall, yes; Shawna Elzner, yes; Rodney
Burch, yes; Pete Anderson, yes.
Jason Mendenhall moved to adjourn at 8:20 PM;
