HomeMy WebLinkAbout010-5-04LAND USE AND DEVELOPMENT COMMISSION October 5, 2004 Minutes of the regular meeting of the Land Use and Development Commission held at Chubbuck City Offices, 5160 Yellowstone, October 5, 2004. Present: Chairman Pete Anderson; Commission Members: Lee Merrill, Mary Harker, DeLoy Stuart, Jason Mendenhall, Michelle Christy, Rodney Burch; City Staff. Steve Smart, Larry Kohntopp; Attorney Tom Holmes, and Secretary Myrna Crapo Chairman Anderson called the meeting to order at 7:00 p.m. Chairman Anderson asked for approval of the minutes of September 7, 2004. DeLoy Stuart moved to approve the minutes as mailed, Lee Merrill seconded; all voted in favor. PUBLIC HEARING: 1. An application by the City of Chubbuck to change the Comprehensive Plan to add streets to the "Functional Class Road System" for future circulation improvements. City staff presentation to the Commission: Evans lane and Yellowstone Avenue signalized. We need to chance our street designations in the comprehensive plan. Evans lane could be a collector street. Should Evans Lane be a minor arterial instead of Linden? Evans will be developed as commercial. The area from Hawthorne to Burley will develop to commercial. The commission discussed: 1. Evans and Linden both being collectors. 2. The area from Burnside to Hawthorne 3. Blocking off Burnside onto Yellowstone or just making the street a right turn only. 4. Leaving the streets on the comprehensive plan as they are now until we need to make a change 5. Take Linden off the map as a collector and leave Burnside as a collector street. 6. Take off east west portion of Burnside. Chairman Anderson opened the meeting for public comment, there was none. The public hearing was closed and brought back to the commission for a discussion and a motion. Jason Mendenhall moved that the Land Use Commission make a recommendation to the city council to approve the application by the City of Chubbuck to change the comprehensive plan to add streets to the "Functional Class Road System" for future circulation improvements and remove the following streets 1. East Burnside on the east side 2. Bonanza on the west side of Hawthorne. Mary Harker, seconded. Roll Call vote: Lee Merrill, yes; Mary Harker, yes; DeLoy Stuart, yes; Jason Mendenhall, yes; Michelle Christy, yes; Rodney Burch, yes; Pete Anderson, yes.
