HomeMy WebLinkAbout002-3-04n_ LAND USE AND DEVELOPMENT COMMISSION February 3, 2004 Minutes of the regular session of the Land Use and Development Commission held at Chubbuck School, 600 Chastain, February 3, 2004. Present: Chairman Pete Anderson, Commission Members: DeLoy Stuart, Ray Rosen, Jason Mendenhall, Gayle Anderson, Mary Harker, Lee Merrill; City Staff. Sean Harris, Larry Kohntopp and Steve Smart; Attorney Tom Holmes; secretary Myrna Crapo Chairman Anderson called the meeting to order at 7:00 p.m. Chairman Anderson asked for approval of the minutes of January 6, 2004. Jason Mendenhall moved to approve the minutes, Ray Rosen seconded; all voted in favor. PUBLIC HEARING 1. An application by Hawkins Companies, 8645 W. Franklin, Boise, ID 83709 for a Preliminary Plat for Breneman Square. Property is located Northwest corner of Yellowstone and Breneman Roads, (approximately 4259 Yellowstone). Larry Kohntopp: The application has been into design review and completed nearly all of the requirements. A 20 ` easement on I -86 and Yellowstone has been requested by the applicant. They are r ecommending that the applicant install a 12" water line for future developments. Brian Huffaker, Boise, Idaho represented Hawkins companies. They are rerouting the water line to serve the existing buildings. They would not be using the 12" water line and have a concern about installing this water line. Chairman Anderson reviewed the staff report. Sean Harris informed the commission that I.T.D wants to purchase the right of way. The meeting was opened for public comment for or against the application. There was none; so the hearing was closed and brought back to the commission for discussion and a motion. The commission discussed: 1. Entry into the development will be from Yellowstone and Brennman. 2. Water line issues, use the 12" line instead of the 6" line. 3. The number of parking places being adequate. 4 Land Use and Development Commission February 3, 2004 Page 2 Ray Rosen moved to recommend to the city council approval of the application by Hawkins Companies, 8645 W. Franklin, Boise, ID for a Preliminary Plat for Breneman Square. Property is located Northwest corner of Yellowstone and Breneman Roads, (approximately 4259 Yellowstone).with the staff recommendation for the preliminary plat that included the 12" Installation of the water line. Mary Harker seconded. Roll call vote: Gayle Anderson, yes; Lee Merrill, yes; Mary Harker, yes; Jason Mendenhall, yes; Ray Rosen, yes; Deloy Stuart, yes; Pete Anderson, yes. GENERAL BUSINESS: 2. Ordinance amending the schedule of general controls for Land Use Distribution The commission reviewed the proposed changes in the uses and suggested adding laboratory research. DeLoy Stuart gave the commission a list of proposed businesses that we might consider along with a map showing the Mixed Usages and Commercial areas. Commission Discussed: 1. Home occupations being handled on a city staff level 2. Computers are not being listed, and the need to update our list. 3. Define a professional zone for professional uses 4. City of Pocatello Neighborhood Professional zones 5. Getting a copy of the City of Pocatello neighborhood professional zone to review 6. Having everything under C -1 be conditional uses 7. Need to have a work session 8. Keep the list and just alter it. The commission decided to discussion this further next month. They need to bring in their ideas to the meeting and to look at neighborhood commercial zoning. Jason Mendenhall moved to adjourned at 8:3 Myrna o secretary
