HomeMy WebLinkAbout009-2-03LAND USE AND DEVELOPMENT COMMISSION September 2, 2003 Minutes of the regular session of the Land Use and Development Commission held at Ellis School, 5500 Whitaker, September 2, 2003. Present: Chairman Pete Anderson, Commission Members: Lee Merrill, Jason Mendenhall, Ray Rosen, Michelle Christy, Attorney Tom Holmes; City Staff: Steve Smart and secretary Myrna Crapo Chairman Anderson called the meeting to order at 7:00 p.m. Chairman Anderson asked if anyone on the commission had a conflict of interest. There was none. Chairman Anderson asked for approval of the minutes of August 5, 2003. Jason Mendenhall moved to approve the minutes, Ray Rosen seconded; all voted in favor. PUBLIC HEARING: 1.An application by Arave Construction, 1395 NW Main, Blackfoot, ID 83221, for a Preliminary Plat for Valley View Village. Property is located southeast corner of Yellowstone and Siphon Roads, (approximately 5560 Yellowstone). Commission asked: 1. If the road would connect to Diamond Circle. The applicant wasn't present. The Public hearing was opened for public input. Cheryl Peck 2295 Tanja Lane, Pocatello, asked for a copy of the plat. The public hearing was closed and brought back to the commission for discussion and a motion. The commission discussed: 1. If lot 2 was the corridor for access onto Industrial Way. 2. The businesses that would be there were not known. He has potential buyer for lot one. Everything else was wide open. 3. The City will limit access onto Siphon, as Industrial Way will be the only access for the n various business. 4. The need to get emergency equipment to the businesses. Land Use and Development September 2, 2003 Page 2 Jason Mendenhall moved to recommend to the city council the approval of the application by Arave Construction, 1395 NW Main, Blackfoot, ID, 83221, for a Preliminary Plat for Valley View Village Property is located southeast corner of Yellowstone and Siphon Roads, (approximately 5560 Yellowstone) with the staff recommendations that are attached. Ray Rosen, seconded. Roll Call vote: Lee Merrill, yes; Ray Rosen, yes; Jason Mendenhall, yes; Michelle Christy, yes; Pete Anderson, yes. 2. An application by Steve Lyle /Sid Crookston/Jason Lyle, 535 Gary Lane, Pocatello, Idaho, for a Preliminary Plat for Pheasant Ridge Phase II. Property is located at Hiline, Whitaker and Pheasant Ridge Scott Morrell, 1576 S. West Logan, They have not made any changes from the original P.U.D. that was submitted They intend to construct as represented at that time. They have built out the north side of Pheasant Ridge and need to get the road built to Hiline. They want to get as much work done as they can this fall. The staff discussed: 1. Finishing the road to Hiline 2. 100% is sold out for what is built 3. Possibility of three lanes going onto Hiline Road The public hearing was opened for public comment. There was none so the public hearing was closed and brought back to the commission: Ray Rosen moved to recommend to the city council approval for a preliminary plat for Pheasant Ridge Phase 11. Property is located at Hiline, Whitaker and Pheasant Ridge; with the recommendations of the City staff. Jason Mendenhall seconded Roll call vote: Lee Merrill, yes; Ray Rosen, yes; Jason Mendenhall, yes; Michelle Christy, yes; Pete Anderson, yes. The commission discussed unsightly property in the City and what could be done about them. Jason Mendenhall moved to adjourn with Ray Ro \s4cc&inA at 7:45 PM.
