Minutes of the regular session of the Land Use and Development Commission held at Ellis School,
/O�N 5500 Whitaker, July 1, 2003.
Present: Acting Chairman Ray Rosen; Commission members:Jason Mendenhall, Mary Harker, Deloy
Stuart, Gayle Anderson; Attorney: Tom Homes; City staff. Larry Kohntopp, and Secretary Myrna
Crapo
Chairman Rosen called the meeting to order at 7:00 p.m.
Chairman Rosen asked if anyone on the commission had a conflict of interest. There was none.
Chairman Rosen asked for approval of the minutes of June 3, 2003. Mary Harker moved to approve
the minutes as mailed, Jason Mendenhall, seconded; all voted in favor.
PUBLIC HEARING:
1. An application by Gary Nelson, 4155 Yellowstone #1162, Chubbuck, Idaho 83202 for a change of
Land Use District to C -2 (General Commercial) for property located at 4640 Hawthorne. Property is
presently zoned Agricultural (A).
Dave Orthel, 4155 Yellowstone #1162 represents Gary Nelson. They plan a one story office building.
n It will be like the building next door and they share a common driveway 40' wide with 15 parking
spaces. It will be professional businesses.
The meeting was opened for public comment, there was none so the public hearing portion was closed
and brought back to the commission for discussion and a motion.
Jason Mendenhall recommended to the city council approval of the application by Gary Nelson, 4155
Yellowstone #1162, Chubbuck, Idaho 83202 for a change of Land Use District to C -2 (General
Commercial) for property located at 4640 Hawthorne. Property is presently zoned Agricultural (A).
Mary Harker seconded. Roll call vote: Gayle Anderson, yes; Deloy Stuart, yes; Mary Harker, yes;
Jason Mendenhall, yes; Ray Rosen, yes.
2. An application by Heritage Development, Box 2684, Pocatello, Idaho 83206 for an Annexation and
Zone change to R -1, (Single Family Residential). Property is located West of Hampton and south of
Pocano.
There was no representative present for Heritage Development. The meeting was opened for a public
comments, there was none; so the public hearing portion was closed and brought back to the
commission for discussion and a motion.
Gayle Anderson: moved to make a recommendation to the city council to approve an application by
Heritage Development, Box 2684, Pocatello, Idaho 83206 for an annexation and Zone change to R -1,
(Single Family Residential). Property is located West of Hampton and south of Pocano. Deloy
Stuart seconded. Roll call vote: Gayle Anderson, yes; Deloy Stuart, yes; Mary Harker, yes; Jason
Mendenhall, yes; Ray Rosen, yes.

The yards in the area that are not being kept up and something being done about them.
1. It was suggested that the Mayor include in his newsletter to the citizens that a chipper and
dump truck was available to residents.
