HomeMy WebLinkAbout002-4-03Land Use and Development Commission February 4, 2003 n Minutes of the regular meeting of the Land Use and Development Commission held in the City Municipal Building February 4, 2002. Present: Chairman Pete Anderson; Commission members: Michelle Miller, Ray Rosen, Jason Mendenhall, Lee Merrill, Deloy Stuart, Gayle Anderson, Mary Harker; Attorney Tom Holmes; City staff Larry Kohntopp and Steve Smart and secretary Myrna Crapo. Chairman Anderson called the meeting to order at 7:00 p.m. Chairman Anderson asked for approval of the minutes of January 7, 2003. Ray Rosen moved to approve the minutes, Gayle Anderson seconded; all voted in favor. PUBLIC HEARING: 1.An application by Heritage Development, L .L.C., P.O. Box 2684, Pocatello, ID, 83201, for a Preliminary Plat for Heritage West Subdivision, 8th Addition Property is located at the end of Peterburg Street and Constitution Street. City Staff - Steve Smart informed the commission all that remains for this subdivision is curb, gutter and street, everything else is done. '01N No one was present to represent Heritage Development. The meeting was opened for public comment, there was none. The hearing was closed and turned over to the commission for discussion and a motion. Jason Mendenhall moved to recommend to the City Council approval of the application by Heritage Development L. L.C., P.O. Box 2684, Pocatello, Idaho 83201 for a Preliminary Plat of Heritage West Subdivision 8th Addition-Property is located at the end of Peterburg Street and Constitution Street. Ray Rosen seconded. Roll call vote: Michelle Miller, yes; Ray Rosen, yes; Jason Mendenhall, yes; Lee Merrill, yes; Deloy Stuart, yes; Gayle Anderson, yes, Pete Anderson, yes. 2. An application by the City of Chubbuck to update the comprehensive plan Chairman Anderson explained the process for arriving at the current comprehensive plan. This is the formal public hearing on this plan. Larry Kohntopp: with regard to the urban service boundary explained the area designated in the boundary. We can extend water and service to this area in the next 20 years. The commission discussed: 1. The area where we can extend our sewer 2. Changing the urban service boundary to include more area. 3. Where water is extended too on Chubbuck Road. 4. Changing our urban service boundary to agree with the sewer study just received Chairman Anderson opened the meeting for public comment. Land Use and Development Commission February 4, 2003 Page 2 Lamar Armstrong, 14436 W. Chubbuck. Would like to see the trailer park on Rio Vista included in the plan. He originally paid for one hook -up when the sewer line was put in. He would like to know what they needed to do to develop part of their property and hook on to city services.. We would need to go over to Rio Vista to include the two trailer parks that are there. Russ Amrstrong, 14340 W. Chubbuck road, for years the property owners believed that Chubbuck Road was the direction that Chubbuck would expand. Property changed hands with that idea in mind. The public hearing was closed and brought back to the Commission. The commission discussed the need to republish because of the substantial changes we need to republish and tabling this item until next months meeting. Ray Rosen moved to table the application for comprehensive plan until March 4 meeting when we can notify persons in the affected areas. We would allow to reopen the public hearing at that time. The commission decided to have a work session to discuss urban service area changes on February n 18' at 7:00 pm. Ray Rosen moved to adjourned at 7:55 p.m. Deloy Stuart seconded.
