COUNCIL MEETING MINUTES
June 25`h, 2002
Minutes of a regular meeting held at the Chubbuck City Council Chambers, June 25`h, 2002.
Present: Mayor John O. Cotant, Council members Leroy S. Quick, Steven M. England, Marvin
C. Gunter, Attorney Thomas J. Holmes, Public Works Director Steven M. Smart and City
Clerk Ron C. Conlin. Council member B. Kent Kearns was excused.
PLEDGE ALLEGIANCE TO THE FLAG
APPROVAL OF MINUTES - Mayor Cotant asked for corrections and additions to the Special
Meeting Minutes of June 11`h, 2002 and Regular Meeting Minutes of June 11"', 2002.
Councilman Quick moved to approve the Special Meeting Minutes of, June 11`h, 2002
and Regular Meeting Minutes of June 11"', 2002 as read, Councilman Gunter seconded.
All council members present voted in favor of motion.
PUBLIC HEARING - Pursuant to the ordinances of the City of Chubbuck and the Laws of the
State of Idaho, that the Chubbuck City Council will hold a public hearing at the
Chubbuck City Hall at the hour of 7:30 p.m., June 25`h, 2002 for the purpose of revising
land use application fees. Fees will increase more than 5 %.
City Clerk Ron Conlin stated the Idaho State Journal called today and said the required
notice did not make publication as required.
The Council decided to table the public hearing until the notice can be published as
required.
RESOLUTION #1 -2002 - Land Use and Development Fees increase.
Council tabled Resolution #1 -2002 until the July 9`h, 2002 Council Meeting.
ORDINANCE #560 - Annexing certain lands to be included within the boundaries and
jurisdictional limits of the City of Chubbuck, Idaho; specifying the zoning classification
which shall be applied to said lands newly annexed to the City of Chubbuck; directing the
Chubbuck City Clerk to comply with the filing requirements contained in ordinances.
Attorney Holmes read Ordinance #560 in full for the first and final reading.
Councilman Quick moved to dispense with the rule of reading Ordinance #560 on three
separate days, Councilman Gunter seconded. Roll Call Vote: Quick, yes; England, yes;
Gunter, yes; Kearns, absent.

Councilman England moved to adopt Ordinance #560 as read, Councilman Quick
seconded. Roll Call Vote: Quick, yes; England, yes; Gunter, yes; Kearns, absent.
STORM READY RECOGNITION TO CHUBBUCK FIRE CHIEF ERIC KING AND THE
CITY OF CHUBBUCK - Mark Moler, National Weather Bureau was present to present
Chubbuck Fire Chief Eric King a certificate of achievement plague for getting the City of
Chubbuck Storm Ready.
Mr. Moler presented a certificate of achievement plaque to Mayor Cotant for the
Community of Chubbuck. for being Storm Ready.
Mr. Moler explained how the Storm Ready Program works.
CLAIM - Computer print -out claims presented to Mayor Cotant and Council.
Councilman Quick moved to approve computer print -out claims as presented,
Councilman England seconded. All council members present voted in favor of motion.
REPORT ON K -9 OFFICER - PC Richard Webb and Officer Bill Guiberson were present to
give a report on the K -9 Officer. PC Webb said Bill Guiberson has been instrumental in
getting the donations from Wal -Mart and Home Depot that have taken care of all the
expenses that went to the dog and kennel.
Premier Technologies volunteered the remodeling of the back seat of the car.
At 8:00 p.m., Councilman England moved, Councilman Gunter seconded, with full council
approval to adjourn meeting.
