HomeMy WebLinkAbout09 24 2002 CM187 COUNCIL MEETING MINUTES September 24th, 2002 7:30 p.m. Minutes of a regular meeting held at the Chubbuck City Council Chambers, September 24' 2002. Present: Mayor John O. Cotant, Council members LeRoy S. Quick, Steven M. England, Marvin C. Gunter, B. Kent Kearns, Attorney Thomas J. Holmes, and Secretary Myrna Crapo. Meeting was called to order at 7:30 p.m. by Mayor Cotant. PLEDGE ALLEGIANCE TO THE FLAG was lead by Richard Marley APPROVAL OF MINUTES: Special Meeting Minutes of September 10th, 2002 and Regular Meeting Minutes of September 10th, 2002. Councilman Kearns moved to approve the Special meeting minutes of September 10"', 2002 and Regular Meeting Minutes of September 10`h, 2002 as read. Councilman England seconded. All council members voted in favor of motion. PUBLIC HEARING 1. Amend 2001 -2002 Fiscal Year Budget. Councilman England moved to approve the amended 2001 -2002 Fiscal Year Budget with Councilman Quick seconding. Roll call vote: Gunter, yes; England, yes; Kearns, yes; Quick, yes. GENERAL BUSINESS - 2. Ordinance #563 - Amending Ordinance #546, the Appropriation Ordinance for the Fiscal Year, October l't, 2001 and ending September 30"', 2002; appropriating additional monies that has been received by the City of Chubbuck. The mayor opened the meeting for public hearing on the Amended 2001 -2002 Fiscal Year Budget and read ordinance #563. The meeting was closed. Councilman England moved to dispense with the rule of reading Ordinance #563 on three separate days. Councilman Kearns seconded. Roll call vote: Quick, yes: England, yes; Gunter, yes; Kearns, yes. Councilman Gunter moved to adopt ordinance #563, Councilman Quick seconded. Roll Call Vote: Quick, yes; England, yes; Gunter, yes; Kearns, yes. 3. Police Canine Unit Policy - Chief Richard Webb. Explained to the council information on the dog. We have a real outstanding drug dog one of the top in the area. He is also trained as a hypertension dog. He was used on a misdemeanor case where a person fled in a vehicle and abandoned the vehicle and hid by the Portneuf river. The dog was able to locate him. We need to get the policy in place before using the dog very much. The grant also requested that it be passed. :• COUNCIL MEETING MINUTES September 24, 2002 Councilman Kearns questioned two hours comp time be allowed for care of the pet, he felt like it '^ would take more hours than that. We need to give a probation period for 6 months to see how it works out with the comp time. The council questioned having cross training for an additional person who could take the dog if the trainer is down. 4. Ordinance - Section 6.04.030 to change the definition of a daycare provider to anyone providing day care to one or more children. Tom Holmes read by title for the 2nd reading. Under section C we need to remove the age. 5. Wendy Baron INEEL - update on recent INEEL program and issues. Wendy Baron explained what was going on at the MEL. National Security, Energy programs, Science and technology and environmental management. They have an on going future with being designated as the national lab.. 2012 is their new goal for cleaning up the site. The national lab $44, 550.00 was contributed to Bannock County (Charitable organizations) About $10,000 was donated here in Chubbuck. 6. Approval of Destruction of scanned Police Department records. Councilman Quick moved to give the police department to destroy scanned records. Councilman Gunter seconded. All voted in favor. CLAIMS - Computer print -out claims presented to Mayor Cotant and Council. Councilman England moved to pay the claims subject to the Mayor Cotant visiting with Ron Conlin about questions he has. Councilman Kearns seconded. All voted in favor. 7. Executive Session Meeting - as authorized by Idaho Code 67 -2345 (b), personnel matter. At 8:25 pm. Councilman Quick moved to go into executive session meeting as authorized by Idaho Code 67- 2345(b) to discuss a Police Department personnel matter, Councilman Kearns seconded. Roll call vote: Quick, yes; England, yes; Gunter, yes; Kearns, yes. 100% of council voted in favor of motion. Police Department personnel discussion. No final action or decision was made. At 9:35 Councilman England moved to adjourn from executive session meeting, Councilman Gunter seconded. All council members voted in favor of motion. Councilman Kearns moved to adjourn from regular meeting with Councilman England seconding. All council members vote4.in favor of t n. john O. Cotant, Mayor Myrna apo, Secretary
