HomeMy WebLinkAbout012-01-09City of Chubbuck LAND USE & DEVELOPMENT COMMISSION MINUTES December 1, 2009 7:00 PM Minutes of the Land Use and Development Commission regular meeting held at Chubbuck City Hall, 5160 Yellowstone, December 1, 2009. Present: Chairman Pete Anderson; Commission Members: Rodney Burch, James Eborn, Ron Horner, Morris Kinghorn, Jason Mendenhall, Bryan Nield, George Merrill; City Staff: Steven Smart, Paul Andrus, Sean Harris, Secretary DeLaina Baker. Chairman Anderson called the meeting to order at 7:00 pm. Chairman Anderson asked if there were any conflicts, and there being none, the meeting proceeded. APPROVAL OF MINUTES: There being no corrections, Jason Mendenhall moved the minutes of October 6, 2009, be approved as mailed; Morris Kinghorn seconded. All voted to approve the minutes. PUBLIC HEARING: 1. An application by LDS Church /Terry Bradshaw, 7770 Makayla Drive, Nampa, Idaho, 83686, for a Preliminary Plat. The property is located on Cole Road, north of Homestead Estates Subdivisions. Mitchell Greer, Rocky Mountain Engineering & Surveying, Pocatello, reviewed project plan and progress. He said Darris Ellis has not yet decided what will be done with the residential lots. There being no public comment, the hearing was brought back to the commission. Rodney Burch moved the commission recommend approval to the city council for the application by LDS Church /Terry Bradshaw for a Preliminary Plat located on Cole Road, north of Homestead Estates Subdivisions; Morris Kinghorn seconded the motion. With all understanding the motion, they voted. Roll Call Vote: Rodney Burch -Yes; James Eborn -Yes; Ron Horner -Yes; Morris Kinghorn -Yes; Jason Mendenhall -Yes; Bryan Nield -Yes; George Merrill -Yes; Chairman Pete Anderson -Yes. Motion carries. It is expected to come before the city council in January. 2. An application by Tony Giesbrecht, 808 W. Center, Pocatello, Idaho 83204, for a Conditional Use Permit for a reception/catering center. The property is located at approximately 4170 Hawthorne Road. Lee Dille, 275 S. 5th Avenue Suite 240, Pocatello, Idaho, stated he is the project architect. He reviewed the location, easements, site plan and parking. He then described the interior features of the two -story building including a deli, meat processing area, and reception areas. The commission discussed: • existing structure will be removed • existing well will be located and may be used for irrigation, if it is not within the footprint of the building. • parking ratios, will be 9 -ft spaces if necessary • access restricted by a private road and other accesses on Hawthorne • fire department will be reviewing • Pine Ridge Mall may consider further access in the future Chairman Anderson opened the hearing for public comment. There being none, the hearing was closed and returned to the commission for discussion and action. Tom Holmes explained that the single access limitation was required by city staff. Tony Giesbrecht, Del Monte Meats, responded regarding current daily operations and future plans. Lee Dille responded that truck deliveries and events needing parking would be at different times. Some parking could potentially be lost if access were gained to the mall area. There being no further comments, Jason Mendenhall moved the commission approve the application by Tony Giesbrecht for a Conditional Use Permit for a reception/catering center located at approximately 4170 Hawthorne Road. Bryan Nield seconded. With all understanding the motion, they voted. Roll Call Vote: Rodney Burch -Yes; James Eborn -Yes; Ron Horner -Yes; Morris Kinghorn -Yes; Jason Mendenhall -Yes; Bryan Nield -Yes; George Merrill -Yes; Chairman Pete Anderson -Yes. Motion carries.
