HomeMy WebLinkAbout001-06-09CITY OF CHUBBUCK LAND USE & DEVELOPMENT COMMISSION MINUTES January 6, 2009 7:00 PM Minutes of the Land Use and Development Commission regular meeting held at Chubbuck City Hall, 5160 Yellowstone, January 6, 2009. Present: Chairman Pete Anderson; Commission Members: James Eborn, Shawna Elzner, Ron Horner, Morris Kinghom, Jason Mendenhall, Deloy Stuart; City Staff. Steven Smart, Larry Kohntopp, Secretary DeLaina Baker. Chairman Anderson called the meeting to order at 7:00 pm. APPROVAL OF MINUTES: There being no corrections, Jason Mendenhall moved for approval of last meeting's minutes for November 6, 2008, as mailed; Jim Ebom seconded; all voted in favor. GENERAL BUSINESS Commission viewed approximately one hour of the workshop DVD by the Association of Idaho Cities titled " Model Ordinances for Zoning & Subdivisions" and discussed: • Members generally felt our ordinance fits the model and has been streamlined to work smoothly. • They discussed conditional use permits having defined time limitations. Chairman Anderson said we have sometimes required annual reviews to ensure the use still matches what was permitted or associated the permit with the current owner. Larry Kohntopp said there are sixteen criteria in the code. City staff monitors limits, and it can be brought back to the commission for review. • Deloy Stuart noted we should educate the public on what is expected for granting a conditional use permit. • It is almost impossible to list all uses on a matrix. The city attempts to categorize a use within the matrix, but the conditional use permit is a useful procedure. • Radio antenna ordinances and windmill permits were new experiences. • Deloy Stuart proposed looking into refining home occupation guidelines. Chairman Anderson noted people can work out of their home more and more via the intemet for a company located elsewhere. Larry Kohntopp said the main factor is that it should not detract from the residential neighborhood. Commission discussed several details, including temporary employees and major(mino4 occupations.
