Meeting called to order by Chairman Del Peters at 8:00 P.M., May 21, 1971 Present from Zoning Commission: Del Peters, Jim Branson, Jack Menard, Dwain Kinghorn also attending were ~5 to 50 residents of Chubbuck. Larry Ankrum expressed himself against the zoning title of his area. Larry lives on East Chubbuck. He said that because of the size and shape of the lots along East Chubbuck Road if they could not have livestock, they could never sell~ their property. He also pointed out only 3 owners on East Chubbuck did not keep livestock. About 15 residents of this area were present and said Larry's comments were their's also. They also stated this is what they bought there for. Marvin Christensen lives at Hayfield airport, said his wishes were to be out of Chubbuck. LaJuan Binggeli expressed herself as not wanting zoning if they could not have livestock. Del Peters asked i~;~the main issue was because they wanted to keep livestock. Many indicated this to be so. Mr. Peters explained no one was to give up their livestock. But with some areas zoned 2R-L~or 3R-L, many said they were not being given the same consideration as their neighbors. Wayne Roderick proposed all R-2 areas to have livestock and that the zoning should be changed to benefit these people as well as others. Rex Christensen said zoning for Chubbuck at this time is 20 years ahead of time and to take livestock out of Chubbuck is a mistake. Murray Layne 702 W. Chubbuck and Roy Middleton 732 W. Chubbuck requested that their property be zoned R-2L because smaller lots on the opposite side of the street are now zoned R-2L. Gary Carlsen said his property should be R-3 or R-A and better than that he would rather be out of the city. George Carlsen said he thought much of the zoning should be changed to benefit the people more to their individual needs. Denny Hendricks asked who are on the city zoning commission and who has planned the map. Jim~ Branson answered his question, introducing those present on the commission and explained several months and many meetings using all zoning quides available and that these people have served without pay. When the question was asked why do we have to have zoning, Mr. Peters explained that the Federal Government required this before they would participate in any funding of the proposed improved water and sewer system to come. Jack Menard remarked the Federal Government would make a grant of approximate i million, six hundred thousand dollars toward the water and sewer if we could qualify. Dwain Kinghorn sait it seemed from the argument the people were on one side and the commission on the other and said this is not the case and not true, As we are residents of Chubbuck also and only want their proposals and suggestions, so that the commission can take back to the city council our recommends as to what the people want. Del Peters said there would be another meeting next Thursday. The meeting was adjourned at 9:~5 P.M. ~~ ~-~-~~L~~
