HomeMy WebLinkAbout006 01 71 Minutes of the Public Hearing on Zoning held k~ the Chubbuck City Council and the Ghubbuck Planning and Zoning Commission. Meeting called to order by Mayor John O. Cotant Jr. at 8:15 p.m. June 1, 1971 at the Ghubbuck Elementary School. Present from the City board: Mayor John O. Cotant Jr., Earl L. Romriell, Wayne Taylor and Dennis Leslie. Present from the Zoning con~nission: Bob Wilson, Jim Branson, Jack Menard, Rod Parrish and Dwain Kinghorn. Also about 20 Chubbuck residents. Mayor Cotant commented on why we need zoning, pointing out, wrecking yards, any business producing bad odors, trailer courts, type of new construction, etc.. We must have this if Ghubbuck is to grow and de~elop properly. Also a buyer has a right to know what he is buying and what protection he has. He also pointed out areas where live- stock would be permitted to be kept and said of course there are now some areas such as Stuart Addition, Neider Addition, Parrish Lane where livestock cannot be kept. Earl Romriell stated that some time there would be an ordinance to control animal density also, such animals as would be prohibited. Ernest Stuart asked if zoning would prohibit such animals as hogs. He was told no. But the animal control ordinance as Earl Romriell co~nented about, plus the protest of neighbors would take care of this if it be a nuisance. Pat and Ralph Nelson inquired would zoning have any bearing as to them building a home sometime in the future on their lot on Adams and Yellowstone. They were told the fact that this area would be commercial, but this would not stop building of a hous e. Louis Hogge asked for a residential zoning on the land lying north of Chubbuck Road called the Leslie Addition, as there are a number of homes there and that is what they bought there for. Rod Parrish pointed out to RZr. Hogge that because of the location of this area and the natural traffic trend, the surrounding ~xisting business, any type of zoning would not change this from being commerciaI. It is just a matter of time. It was agreed to zone this small area R-3L. Mayor Cotant read a letter from Ralph Lacy as to the effect zoning would have on any area or property as to market value and assessed value. Jim Chastain asked for a R-3L zoning on his property along Chastain Drive and north of the Chubbuck School. This would cover the Lester Selders property and extend north to the canal or the city line. Earl Ellis also asked for R-3L zoning on his property in the Briscoe area. Max Parrish and Ralph Bistline asked for a R-2~ zoning on Mr. Bistline,s property located on Chubbuck and Hi-line Roads. They agreed to lots 60' x 100' with a 100' buffer zone along Chubbuck Road for building lots. Mr. Wendell Marshall asked for a commercial light zoning on the south west corner of Chubbuck and Hawthorne. It was felt a meeting should be called on Thursday June ~, at the city hall so all residents bordering or living near by these areas could be there and have a voice in the decision of zoning the above mentioned area~. It being proposed we use section B on page 12 of the zoning manual to be combined with section A for better montrol in the case of neighborhood co~ercial. Meeting adjourned at 10:20 P.M.
