· Called to order by Chairman Del Peters at 8:00 P.R~i. July 22, 1971
Present: Del Peters, Jack Menard, Jim Branson, Rod Parrish and Dwain Kinghorn
First item of business was a request for Bistline Manor, and presented by Max Parrish.
The proposition was to zone 1.89 acres purchased from Mr. Branson adjoining on the west
to R2-T~ so this could be included and become a part of the Bistline Manor Estates,
v~th the exception of the north lot facing Chubbuck Rd., this lot would remain R-2 as the
rest of the lots facing Chubbuck Rd. It being proposed by Jack Menard that we accept
this request and seconded by Dwain Kinghorn. The vote being unanimous. Also a prelim-
inary plat was presented of Bistline Manor and a request that the zoning commission
accept the plat. Motion by Rod Parrish and seconded by Jim Brsnson to accept the plat
subject to state health officials also sewer ~ld surface water drainage. Voting was
5 to 1, Jack Menard giving the dissenting vote.
A petition presented by Ron Robson and signed by all the property owners on the east
side of Burley Dr. requesting permission to place mobile homes on lots on the east side
of Buriey Drive and running to the railroads on the east. Reason for request was be-
cause of location these people cannot get loans to build homes in this area, especially
at this time. He was asked to get the signatures of the owners on the west side of
Burley Dr. and this would be taken under advisement and an answer given on Thursday,
August 5th.
Paul Smith with Mortgage Insurance reouested approval of the plat of their sub-division
lying north of Syphon Rd. The reason being so they could go ahead an~ sell the first
12 lots facing Syphon Rd. These lots would be sold without any utilities. Reason for
selling was to get some money out of the project to aid in improving some of the
remaining lots so they could be sold. This was to be taken under advisement and an
answer given August 5, 1971.
James p. Nelson representing American Pacific Corp. of Boise, Idaho, presented a plan
showing lots and road size and plan of the Mark Jones property on Whitaker Rd. His
request was, would the commission be in favor of the plan. The commission said
unanimously that they would, but subject to a 25' set back and with all utilities,
easements, sewer, surface water, being subject to the city engineers approval.
Fred Chase presented a request for further development of Country Acres. He was asked
to present a new map or plan showing streets, lot sizes, utilities, etc., then the
commission would have something to make a decision on at the August 5, 1971 meeting.
Velbert Jackson having purchased the ground lying between the American Station on
Yellowstone Ave. and the Fire station, asked permission to build a shop on this land.
He prese~ed a drawing of this. He also asked permission to place a mobile home in
the wouthwest corner of the lot. He would live in the mobile home using it for an
office and being at his business at all times as his business demands. The commissions
decision was unanimous that it be alright to build the shop as per drawing, but
rejected the placing of the mobile home on the lot~as per ordinance now in effect.
The request of Garland Henry to continue to have the mobile home they have placed
beside the Handy Trailer Sales and being used as a home and office was denied by a
unanimous vote. And we, the zoning commission recommend to the City Board that this
mobile home be removed.
