HomeMy WebLinkAbout011 01 73PLANNING AND ZONING XMTES OF NOVEMBER 1, 1973 Minutes of the regular meeting of the Planning and Zoning commission held in the city municipal building November 1, 1973• Present: Chairman Jim Branson, Commission members Allen Martin, Rodney Parrish, Del Peters and Jack Menard. Meeting called to order at 8:05 p.m. by Chairman Branson. Minutes of the October 4 meeting read and approved as written. Commission members requested a letter be sent to David Edward Reese inviting him to the next city council meeting to meet with mayor and council. Allen Martin made motion to discontinue reading minutes and have approval by asking for additions or corrections of minutes sent to each member. Three members present preferred having minutes read. Chairman Jim Branson announced the minutbs would continue to be read. PUBLIC HEARING ITEM: 1. Jerry R. Tydeman, 156 Hiway Avenue, requesta a variance allowing him to operate a four-wheel drive specialty equipment retail outlet business at his residence. Mr. Tydeman proposes to build a 24 foot x 50 foot garage with no side yard requirement but with 125 foot setback at front. Mr. Tydeman also requests to place a lighted sign 1 foot x 8 foot and only 3 foot above the ground and 2 foot from the front yard property line and attached to the fence along the present driveway. Commission discussed the sign requested. Mr. Branson read the requirement of signs from zoning ordinance which allows only 2 sq ft in area, unlighted and attached to building. Chairman Branson also suggested the business be held down to sales only, the sign be according to ordinance and 5 foot side yard setback be required and that all welding be done inside building. After further discussion Jack Menard stated this request is changing zoning by a variance which he disapproves. Allen Martin made motion the commission recommend the council does not grant the variance to build the building with no setback and does not grant sign variance request. Peters seconded with all commission members in favor of motion. Mr. Tydeman stated he hoped to move into a commercial zone when his business enlarged so he could. Mr. Tydeman also said he would probably not be working on more than two vehicles at a time. In discussion the commission decided it would be best to approve a conditional use to be reviewed once a year. Allen Martin made motion the commission recommend the council approve a conditional use be granted Mr. Tydeman to operate his business with no more than two vehicles outside garage, all work be performed insdd.e building, be strictly a family operation, an unlighted sign 1 ft x 8 ft be allowed three ft above the ground, building comply with zoning setback requirements and entrance to garage and parking area be graveled. Rodney Parrish seconded with Martin, Peters and Parrish voting yes and Menard voting no. Chairman Branson suggested a committee of three be assigned to review all public hearing requests. Parrish felt two would be sufficient. Menard said he felt a committee of three should work on subdivision ordinances. Allen Martin also suggested the commission meet at 7:30 to discuss agenda for the evening and to be reviewed on hearings and subdivision requests by committees. Rodney Parrish suggested Chairman Branson make these appointments. Chairman Branson requested Del Peters and Allen Martin review variance requests and public hearing items and Jack Menard, Rodney Parrish and harry Rawlins review subdivision ordinances prior to meetings- for --the next six months. -- Commission discussed the Paradise Acres subdivision plat. Rodney Parrish stated that by granting a 353 home subdivision the city has lost control of area for next ten year„ It was also discussed about lots in Paradise Acres having back yards which face the frontage of streets on Siphon and Yellowstone. Allen Martin requested Ralph Nelson check on the building moved on Winters property on Hawthorne Road. Branson moved the meeting adjourn at 9:45. /1 n _ Chair&an James B. Branson Vera C.
