HomeMy WebLinkAbout005 03 73Minutes of the regular meeting of the Plauning and Zoning commission held in the city municipal b~lding May 3, 1973. Present: Chairmau James Branson, MJ_lton Klein, Jack Menard and Del Peters. Larry Rawlins and Allen Martin excused. Minutes of April 26 public hearing meeting read and approved. CLARK SUB-DMSION - R0dney Clark requested the Planning and Zoning commission accept his proposed subdivision so they can go ahead with preliminary plat. Mr. Clark informed commission the debate seemed to be if Boyd Street is to be a thru street or as an alternative the commission suggested a walkway through to the school ground area. Commission members present stated they liked the plat. Del Peters made motion the commission approve the plat as presented and recommend the council approve same. Klein seconded with ell in favor. TRA]~.ER PARK REQUEST - Clyde Turnbeaugh was again present for further discussion on his request to develop a trailer park on Valenty Rd. He plans to develop about 20 units. Number of trailers in city in comparison to number of residential homes discussed. Chairman Branson said he would like to have a study made as to the economic impac of trailers in the city. Del Peters said he is working on this and would have it ready for next P & Z meeting. Chairman Branson made recommendation the Commission approve area so Mr. Turnbeaugh could go ahead with his pre-liminary plan. Del Peters made motion the commission approve the area for his proposed trailer park development. Milton Klein stated his concern was for children living and walking so close to commercial property. Jack Menard stated he didn't feel right about voting for or against this request at this time. For lack of a second the motion and request was tabled. Councilman Menard suggested Mr. Turnbeaugh make a sketch of his plans and present when he comes back to a later meeting. SETBACK REQUEST - Dan Cawley, 235 Joy Street, informed commission he desires to build a garage in front of his present garage which would leave only a 17 foot front set back. Mr. Cawley asked if he could btu~d with this setback. Commission informed him they couldn't allow this. PONY ACRES SUBDIVISION - Dennis Leslie, developer, submitted plat. Del Peters said this plat is an integral part of Bar-X-Tracts and commission feel they cannot act upon this request to approve the plat. Dennis Leslie stated the county w~]] take his five acres out of Bar-X-Tracts. After further discussion Jack Menard moved the commission recommend councd_l approve Pony Acres subdigision plat if it has been removed from Bar-X-Tracts. Peters seconded with all in favor. FENCE - NON-COMPLIANCE WITH ZONING - Jack Menard moved the buildiug inspector go inform Arthur Fenwick on East Chubbuck Rd he is not complying with the zoniug ordinance with the height of his fence in front of his home. SPECIAL MEETING - Chairman Branson announced to commission a meeting was being held on planning and zoning on a county wide basis May 13 in Pocatello and would encourage all commission members to attend. Branson also told commission he would like to pursue this study of trsilers in city further. Menard suggested they request John Eyre, teacher of business administration at I.S.U to help in this study. Branson asked Menard to make this request of Mr. Eyre.
