Present: Chairman Jim Branson, Commission members Allen Martin, Jack Menard, Rodney Parrish and Larry Rawlins. iMeeting called to order at 8:00 p.m. by Chairman Branson Minutes of June 7 meeting read and approved. PUBLIC HEARING request by George A. Lish to change zoniug of his property from R-3L to R-2T discussed. Jack Menard stated this would be spot zoning which is a bad zoning practice. Commission discussed how lots could be served with water and sewer. After further discussion ALlen Martin made motion the commission recommend the councdl grant a variance to allow George A. Lish to sell the north 184 feet of Block 9, Chubbuck Acres to be divided into two lots, each being 92 foot frontage by 84.22 foot depth with one tr~ler allowed to be placed on each lot. Sewer and water utilities to be installed in street and to comply with other requirements in an R-2T zone. Rawlins seconded and vote was unanimous in favor of motion. TURMF~ PRELIMINARy PLAT - Newell Turner presented his preliminary plat with proposed water and sewer plans, survey data and plans and specifications for proposed im- provements. Commission discussed inst~llation of curb and gutter on east side of Annette Street which runs south from Chubbuck Rd. Mr Turner stated he would install curb and gutter on the east side of Annette Street with curb, gutter and sidewalk on west side of Annette, also curb, gutter and sidewalk on south side of Chubbuck Rd along his subdivision. Rodney Parrish made motion commission recommend council accept this plat with above named changes. Allen Martin seconded with all commission members in favor of motion. Mr. Turner to bring ~ sets of corrected plans to councd_l meeting. BUILDING LOT REQUIREMENT - Paul Brooks has purchased a lot in Stuart 3rd Addition with dimensions 68.5 x 132.47 feet. He plans to build a home on lot facing Lucky with a 20 foot frontage, 32 width house which leaves a back yard setback of only 16.5 feet. Zoning requires 20 feet. Larry Rawlins made motion the commission tentatively approve this setback subject ~%~ to the public hearing for variance required by the zoning ordinance and recommend the council also approve. Mr. Brooks and his t~o sons were present to request this variance to allow him to ~ldwith the 16.5 foot setback. He was advised he would be required to submit a request for variance with city clerk and pay a $10.00 filing fee. ZONING MEMBER - Zoning commission discussed appointment of a new member to the Planning and Zoning comm~ scion. Names submitted were Francis Beck, Ed Reese and Marvin Pitman. Menard suggested someone from the commission talk to these men to question if they are interested. Chairman Branson requested Rodney Parrish and Jack Menard do this. DISCUSSIONS - Jack Menard suggested the following annexations. Hawthorne Road only from Chubbuck Rd to Quinn Rd plus the three smA]] lots of ground on the east side which are under five acre which are Merretts, Parrishes and Zundels, follow this annexation with an annexation ordinance of all property east of Hawthorne Rd from Chubbuck Rd to Quinnwhich is not in the city limits; Gary Carlsen's property on Buffaloe Rd and the Motheral property that was disannexed last year~ A]_$.en Martin moved the commission ~ (also Dell Acres AND the Homestead L~ne property) recommend the council make these annexations. Rawlins seconded with All members in favor of motion. Allen Martin recommended the ~ding inspector check out a building being erected on Winters property at 49&1 Hawthorne Rd.
