HomeMy WebLinkAbout004 26 73Minutes of the Public Hearing of the Planning and Zoning commission held in the city municipal building April 26, 1973. Present: Acting Chairman Allen Martin, Milton Klein, Jack Menard and Rodney Parrish. Meeting called to order by Chairman Martin. The minutes of the meeting April 5 were read, Chairman Martin asked for additions or corrections, there were none, minutes were approved. INTERMOUNTAIN INDUSTRIES - Kent Parrish gave a presentation on the proposal of the ,Intermountain Industries to change the zoning west of Mobile Manor to R-2T for additional space for 13 more trailers. This property was purchased separately from Mobile Manor. Chairman made a motion to recommend council grant this zoning request with the stipulation that lot facing Chubbuck Rd. be a buffer zone and not be R-2T. Menard seconded. Ail in favor. TRAILER PARK - Turnbeaugh presented his case. Carl Packer lives in this area and he specified he didn't want a junky trailer park. Turnbeaugh said he has a lot of equip- ment and plans to make a nice park. Chairman asked Parrish to give the city ordinance on trailer courts. They must have curb and gutters, sidewalks, paved streets and underground utilities. Each member was asked to give his thought on the matter. Parrish asked if there wo~3_ld have to be a decision made tonight. Menard moved this be tabled until 3 May - Parrish seconded. TRA~ER PLACEMENT REQUEST - Mr. Mitchell gave a brief summary on their case. Parrish moved this be granted by the council. Seconded by Menarde Mrs. Mitchel said their trailer deal had fallen thru and since the last meeting another trailer has moved into this area without going thru proper channels. Klein stated this could only be used for reasons of hardship. Ail were in favor. BEAUTY SALON - Mr. Christensen presented a short summary of why his wife wanted a beauty salon in her home. No interested citizens were present but Mr. Christensen had a signed statement from two neighbors stating they didn't object. Klein said there has to be a line drawn to how many shops can be put into homes. Parrish made a motion to recommend council approve the salon as an "owner occupant operator" only. Mennard seconded. Klein said too many variances are being permitted and the zoning is losing its purpose. Chairman stated the motion would have to be tabled until the next city council meeting because the P&Z members ended in a tie vote. After further discussion it was agreed to pass the decision of this matter to council with the tie vote. PURI.IC HEARING - Mr. Hillman has 200' along the railroad tracks he would like permission to install a radio antenna. He was informed this area is zoned for this as a conditional use and a public hearing would be required. USED CAR LOT - Charlie Frasure and Bill Cannon are going to put in a used car lo~[~ on Frasures property and they were informed they would have to have a public hearing to place a trailer house for use as an office. CLARK SUB-DIVISION - Rodney Clark presented a plat of 78 acres west of Neider addition and W. Chubbuck Rd. There was a lot of discussion about entrance, exits and walkways on this plat. This will be discussed more at the next P&Z meeting next thursday when more members will be present. Meeting adjourned at 10:O0 p.m. Acting Chairman, Allen Martin Donna Bensel
