MINUTES - October 2, 1975
Minutes of the ~egular meeting of the Planning and Zoning Commission held in
the city municipal building October 2, 1975.
Present: Chairman James Branson, Jack Menard, Del Peter, Larry Rawlins ~nd
Rodney Parrish. Allen Martin and Vera Armstrong were excused.
Meeting called to order at 8:03 p.m. by Chairman Branson.
Minutes of the September I meeting read with the following addition: A letter
was read from Ken V. Carter opposing the variance request of John O. Cotant, Jr.
PUBLIC HEARING ITEM: William Armstrong, 128 Briscoe, is requesting a variance
of zoning of his property at 5039 Yellowstone to be developed commercially
for the construction of approximately 32 storage units. The property is
presently zoned Genersl Commercial C-3 and Combined Residentisl R-2. Iris
Matkin was present and asked if the changing of the zone on Mr. Armstrongs
property would affect her property which lies adjacent to his property.
The Commission assured her that any change of zoning of the Armstrong property
would not affect her property. The Commission questioned Mr. Armstrong
about the accessibility of his property. Mr. Parrish felt that it would
put to-much traffic on to Stuart Avenue. After further discussion Jack
Menard told Mr. Armstrong that he had been mis-informed that he should have
requested a zoning change. Jack Menard moved that this request be dropped
and the city make a request for the zoning to be changed on this property.
Larry Rawlins seconded motion. All voted infavor. Chairman Branson told
Mr. Armstrong they would hold a special meeting as soon as the legal publication
had been taken care of.
PUBLIC HEARING ITEM: Del Peter made a motion that the variance request of
John L. Merzlock to ~11 ow the development of three single-family residences
on property owned by Mr. Merzlock on south side of Siphon Road and just west
of intersection of Yellowstone and Siphon Road be dismissed at the request
of Mr. Merzlock. Rodney Parrish seconded the motion. All commission members
voted in favor.
FOUR WAY HOLDING: B~I ] Cottle asked if General Commercial would allow a
holding area for parking of trucks and trailers for the Bucyrus Erie Co.
The Planning and Zoning Commission told him that this type of business would
be allowed in this zone. They informed him that a surfaced area was re~quired;
Mr. Cottle replied they would like to just put slag on at the present time.
He felt the area was limited and that they would have to find another area if
the business grew to any extent.
MRS. RICHARD ANDERSON, 538 Albatross, asked about having the streets in Mobile
Manor swept and kept clean. Why the weeds have not been taken care of and if
the citations will be enforced that the Police have issued? Chairman Branson
informed Mrs. Anderson that she should take her requests to the City Council,
that the Planning And Zoning made recommendations only and could not help her.
CHARLE FRASURE, 100 Laurel Lane, presented a plan of his proposed office building.
The P. & Z recommended the Council approve after reviewing the plans. Mr.
Frasure had presented his plans previously and they had been approved by the
Council.
Del Peters moved and Menard seconded the meeting be adjourned. Ail commission
members approved.
