Minutes of the regular meeting of the Planning and Zoning Commission held
in the city municipal building November 6, 1975.
Present: Chairman James Branson, Commission members .Jack Menard, Del Peters,
Larry Rawlins and Rodney Parrish.
Minutes of October 2 meeting read and approved as written.
PUBLIC HEARING ITEM: A proposal by William Armstrong, 1~8 Briscoe Road requesting
re-zoning of the legal described property at 5039 Yellowstone. The property
is presently zoned General Commercial C-3 and Combined Residential R-2.
Chairman Branson asked Mr. Armstrong if he had any plans for access. He
answered he did not.
Halyard Green, 197 Stuart, was present and stressed the point that he did
not approve of opening up Stuart and Fern Street for commercial traffic.
It was suggested by Councilman Menard that Mr. Armstrong could re-arrange
his plan if he used the Yellowstone access and be able to build more storage
units.
After further discussing Commission member Menard moved the Planning and
Zoning Commission recommend to city council that Mr. Armstrong's property
at 5039 Yellowstone be rezoned to General Commercial C-3 with the stipulation
that ~no commercial traffic be allowed on Fern, except if west end of property
fronting Fern Street is developed residentially access will be allowed off
Fern, but that no access off Fern be allowed between commercial and residential
development.and-that He be allowed to build comm~rcially~to the .lot line.
Rodney Par~ish~Seconded motion with an unanimous vote in favor.
PUBLIC HEARIN~ ITEM: Iris M. Matkin, 123 Stuart is requesting the rezoning of
a pmece of property approximately 50 feet wide facing Fern Street and running
o~st approximately 265 feet and lying immediately no~hteh OrfotehretWililiam Armstrong
property and in the 5000 blk of Yellowstone Avenue. p p y's presently
zoned General Commercial C-3 and Combined REsidential R-2.
Iris Matk~u said if ~she could not use Fern Street for commercial traffic she
would not want her property rezoned to commercial.
Commission member Rodney Parrish moved the rezoning request of Iris Matkin
be dismissed at her request. Jack Menard seconded motion with~ commission
members all voting in favor.
PLAC~24ENT OF TRAILER - Iris Matkin, 123 Stuart, showed Planning and Zoning
Commission a drawing whereby she is requesting to place an additional
trailer on property owned by her at 261 Mingo Lane. The property is
presently zoned R-2T.
Commission member Del Peters moved the Planning and Zoning Commission
recommend city council grant the request to place an additional tra~ler
on her property at 261 Mingo Lane if done according to Section 1E of
Zoning Ordinance and according to plot plan presented, except trailer
will be required to have 20 foot rear yard. Jack Menard seconded motion
with all commission members voting in favor.
Jack Menard moved and Del Peters seconded the meeting be adjourned.
