Present: Chairman James Branson, Commission members, Allen Martin, Del Peters, Rodney Parrish, Jack Menard and Ed Reese. Larry Rawlins excuSed. Meeting called to order at 8:00 p.m. by Chariman Branson Chai~nan Branson asked for corrections or additions to the minutes. There being none, minutes of February 6 meeting were approved as written. PU~,IC HFARING ~: Dorman Fenner, President of Dorm's Home Center has requested approval of a variance to allow him to use a mobile home for office space until the time when a new office facility can be built. Mr. Fenner requests the variance for a twelve month period starting March l, 1975. Commission informed Mr. Fenner they would prefer an office building be built as soon as possible and asked if he felt he could get his office built in six months. He answered he would try. Allen Martin moved the Planning and Zonning commission recommend council approve a 6 (si~ months variance be granted to Dorman Fenner which should allow him time to build an office building. Jack Menard seconded motion with an unanimous vote in favor of motion. Mr. Fenner will present his building plans for review. City clerk was directed to send a letter to the trailer park owners of Carefree Mobile Home Sales advising them their variance to use a mobile urit as an office would not be extended. PU~IC HEARI~ IT~: Dr. Ralph Paniag~a-Diaz has requested approval of a variance to permit him to operate his office and business in his residence, 4559 Ponderosa Street. Dr. Paniagua-Diaz did not appear at meeting. Secretary Vera Armstrong called his home and he was unable to attend meeting and claimed he had not received his letter. Dr. Paniagua-Diaz stated he would attend the council meeting Tuesday, March ll. Nine persons from the neighborhood were present and all verbally objected to the granting of this varianc e. Ed Reese made motion commission recommend council deny the variance request of Dr. Paniagua-Diaz to permit him to operate his office and business in his residence, ~559 Ponderosa Street. Allen Martin seconded motion with all commission members voting in favor. PROPOSED TRAILER PARK - Clarence W. Smith, ~rchitect and C. Roger Seaton presentedaa proposed trai~er park of 168 mobile home lots on approximately 26 acres just south of the present Mobile Home Estates development. Commission explained to Mr. Smith and Mr. Seaton this development would densely populate an area in the city where water could be a problem until a much larger storage tank is constructed. Mr. Seaton has a variance re- quested for this develop ment and a public hearing will be held April 3, 1975. HEIGHTS SUBDIVISION PRELIMINARY PLAT - Rodney Clark and Dave Johnson presented a revised preliminary plat. The new proposed plan will have 2~8 lots while his last plat had approximately 135 lots. Commission told Mr. Clark the city would like a park area designated. Mr. Clark informed commission if he is required to present the city with some park area he would request a Residential 3 (three) zone surrounding the park area so he could build four plex apartments or some high density apartments. Mr. Clark was requested to revise his plan with some designated park area. Commission agreed to meet at 7:00 p.m. Tuesday, March 11, 1975 to review same.
